هذه الخصوصية لكيان القبلية تعني أن القبيلة لا يمكن أن تكون كيانا سياسيا بالمعنى الديمقراطي، فلا ديمقراطية في الفكرة أو في الوصول للقرار القبلي، طبعا من المسلّم به أن التكتل القبلي قادر على التحشيد “الشعبوي” والتأثير في قطاعات “شعبوية” واسعة، وبهذا المنطق فإن القبيلة في المجتمع الليبي هي أداة شعبوية بامتياز، وهي قادرة بمنطق القبيلة على تغيير خريطة القوى على أسس غير ديمقراطية.

القاعدة الذهبية هي عدم السماح للقبيلة أن تدخل العملية السياسية كـ “قبيلة” لأن أفرادها لا يتميزون عن غيرهم من المواطنين في ممارسة العمل السياسي، فهي ليست حزبا ولا نقابة ولا اتحادا أو تحالفا لنشطاء في المجتمع، وعندما تصبح القبيلة أداة ضغط على القرار السياسي ـ كما نرى في المشهد الليبي ـ فإن الممارسة الديمقراطية الحقيقية تتعطل ويبعد الوطن عن تحقيق أهدافه في الوصول للدولة المدنية الدستورية.

في هذه المرحلة الحرجة من الأزمة الليبية، والتي لن تُفرَج إلا بتني حلولا توافقية، نجد في الواقع أن القبيلة في ليبيا ذات تأثير اجتماعي قوي ولكنه في علم السياسة “سلبي”، وهذا سيلقي بالمزيد من التأزم في الانسداد السياسي، وها نحن نرى ونسمع بعض القبائل تتخندق وراء شعارات سياسية تعكسها بعض التهديدات التي تصدر عن عناصر قبلية فجّة وفي غاية الجرأة والتهور، وخاصة عندما يكون التهديد بالحرب والغزو لإقليم بعينه، أو بالتصفية الجسدية لبعض الشخصيات الوطنية أو بتقسيم الوطن، أو بغيرها من المواقف السلبية التي لا ترقى لأن تكون مواقف مجتمعية عاقلة ورصينة تدرك خطورة ما تفعله أو تهدد به.

للأسف الشديد، بقيت القبيلة تمثل ثقلا في ظل الدولة الليبية الناشئة، لأن مفاهيم القبيلة وثقافتها بقيت متجذرة في المجتمع الليبي، والأكثر أسفا أن بعض القبائل الليبية كانت أداة دعم للاستبداد والدكتاتورية لعدة عقود، وقد استفاد الدكتاتور من طبائع القبلية مثل العصبية والولاء الأعمى، والسلوك الجمعي بغض النظر عن نجاعة كل ذلك، وحتى ثقافة الممانعة التي تملكها فقد استُغِلّت ضد مفاهيم المدنية والمواطنة.

الأمر المؤسف أن المدينة الليبية لم تنجح في تحويل الولاء القبلي إلى الولاء للوطن، وذلك بسبب ما قام به الدكتاتور منذ السبعينيات بمحاصرة المدينة بالقبيلة، وبالتالي بدلا أن تتمدن البداوة ، تم بدونة المدينة، ويعود ذلك إلى قوة تجذّر القيم القبلية التي تحصلت على دعم غير منسبوق من الدكتاتور، والتي كان يخوض صراعا وهميا بقوة الخيمة ضد القصر. وتزامن ذلك مع فقدان الناس ثقتهم في النخبة المدنية والمجتمع المدني، بسبب التهميش الذي كان مصدره الحقد الدفين لدى الدكتاتور ضد كل ما هو مدني وحضرى.

ملاحظة أخيرة، لا شك أن القبيلة لم يكن لها دورٌ سلبي على الدوام، فقد لعبت أدوارا تاريخية في مرحلة التصدي للاستعمار قبيل الاستقلال، وكان للعديد من زعماء القبائل دورا ايجابيا خلال مرحلة تأسيس الدولة في الخمسينيات، وكانت أنذاك كيانا اجتماعيا متجانسا ساعدت المجتمع على تعزيز الروابط والعلاقات المجتمعية، أما خلال عقود الاستبداد وسنين الجمر، فقد تماهت مع رغبات الدكتاتور وأُقحمت في تنفيذ سياسة القهر والاستعباد، وتكرر ذلك مع المتمرد “المشير” عندما وظفها كأداة وحشية للانتقام من المدينة، وهي بالتأكيد تتحمل جزء كبير من المسؤولية على ما حدث من قتل وتهجير وتدمير للحمة الوطنية في بنغازي ودرنة وفي الجنوب، وأيضا في غزو العاصمة التي تصدت له وأرغمته على الفرار بعد أن خلّف وراءه مئات الجثث من القتلى وآلاف الجرحي من أبناء القبائل الشريفة وغير الشريفة.
