من تاريخ تأسيس الدولة: المكر الدبلوماسي واستقلال ليبيا

لعل اول اهتمام للروس بليبيا في العصر الحديث يعود الى قبيل نهاية الحرب العالمية الثانية، رُغم ان اهتمام دول الحلفاء جميعها كان مُنْصَباً على كيفية  تقسيم المانيا وعلى مصير باقي الدول الأوروبية، وكان اهتمام الاتحاد السوفييتي اكثر تركيزاً على دول شرق اوروبا، لأنها تدخل في المجال الحيوي للسوفييت، فضلاً عن انها تقع في دائرة الأمن القومي السوفييتي، حيث انها تشكل طوقاً عازلاً بين الاتحاد السوفييتي من جهة، ودول غرب اوروبا من جهة أخرى، تلك الدول التي ما انفكت تحاول غزو اراضيه، ويكفي هنا التذكير بغزو نابليون الفرنسي، وغزو هتلر الالماني.

غير ان شرق اوروبا على الرُغم من اهميته بالنسبة للسوفييت، لم يكن ليؤدي بحال من الاحوال الى غض طرفهم عن اراضي اخرى ذات اهمية استراتيجية فائقة، مثل ليبيا التي تتمتع بموقع استراتيجي مميز على البحر المتوسط حيث المياه الدافئة التي طالما كان السوفييت يحلمون بالوصول الى شواطئها، فضلاً عما يمثله موقع ليبيا “الجيوبولتيكي” من اهمية لا تُضاهَى حيث أنه لا يبعد عن القارة الأوروبية الا بضع مئات الكيلو مترات عبر البحر المتوسط، كما ان ليبيا ليست بعيدة من منابع النفط في الشرق الاوسط، ومن طرق التجارة العالمية ومعابرها في باب المندب وقناة السويس، بالإضافة الى كون ليبيا واسطة العقد في شمال افريقيا، فضلاً عن انها البوابة الشمالية المُثلى الى افريقيا ما وراء الصحراء.

بيد أن الاهتمام السوفييتي بليبيا بعد انتصار الحلفاء، جوبه بتدبير انجليزي مُحكم الدهاء، حيث كانت بريطانيا تدرك تماماً الاهمية الاستراتيجية لليبيا بكل وجوهها، وهي قد خبرت ذلك خلال حربها ضد قوات المحورفي مصر وليبيا، وكذلك بعد توليها ادارة المناطق الشمالية من ليبيا.

لذلك لم توفر انجلترا جهداً لإبعاد انظار السوفييت عن ليبيا، ودأبت على تحفيز كل من اميركا وفرنسا للتعاضد معها في وجه مطالبة السوفييت بالحصول على حصة من الكعكة الليبية، وهكذا تكاثفت الجهود الدبلوماسية للدول الثلاث لإحباط اي محاولة سوفييتية في الخصوص.

وقد تبدى هذا التنسيق في اجتماعات التباحث بين الدول المنتصرة في شأن المستعمرات، ففي كل اجتماع تُخفق فيه الدول الثلاث في ابعاد السوفييت عن تطلعاتهم في ليبيا، يكون الفشل حتماً مصير الاجتماع ويصار الى تأجيل الأمر الى وقت آخر.

والمتتبع لكل الاجتماعات التي عقدتها دول الحلفاء قبل أن يُصار الى احالة الموضوع الى الأمم المتحدة، سواء تلك التي عقدت في طهران ويالطا ومن ثُم اجتماع بوتسدام لقادة دول الحلفاء، اواجتماعات أخرى لوزراء خارجية تلك الدول في لندن وباريس، يتبين له ان كل دولة من الدول المتحالفة كانت تركز اهتمامها بالدرجة الأولى على مصير المانيا بعد الحرب وكيفية تقسيم اراضيها، وعندما أُثيرت لأول مرة مسألة المستعمرات الايطالية في اجتماع بوتسدام الذي انعقد في 17 يوليو 1945 اخفق المجتمعون في التوصل الى اتفاق بشأنها، ومن ثُم تم التفاهم على ان يحال الموضوع الى اجتماع وزراء خارجية دول الحلفاء، الذي سيعقد في وقت لاحق.

الاجتماع الأول:

وتنفيذاً لذلك انعقد في لندن اجتماعاً لوزراء خارجية دول الحلفاء بتاريخ 11 سبتمبر 1945، حيث تم تناول موضوع المستعمرات الايطالية، وقد كانت وجهات نظر الوزراء متباينة على النحو التالي:

1- الوزير البريطاني السيد بيفن اقترح ان تقوم ايطاليا بالتنازل عن مستعمراتها.
2- الوزير الفرنسي السيد جورج بيدو كان رأيه ان تعاد المستعمرات الى ايطاليا.
3- الوزير الروسي “مولوتوف” ارتأى ان تتولى كل دولة من دول الحلفاء ادارة مستعمرة من المستعمرات الايطالية، وروسيا تقبل ان تتولى ادارة اقليم طرابلس.
4- الوزير الاميركي كان رأيه ان توضع المستعمرات الايطالية تحت وصاية الأمم المتحدة على ان تمنح ليبيا استقلالها خلال عشر سنوات.

ونظراً لهذا التباين في وجهات نظر الدول الأربع، لم يُسفر الأجتماع عن أي قرار، وتم تأجيل الموضوع الى مؤتمر لاحق.

الاجتماع الثاني:

انعقد الاجتماع الموالي في باريس في شهر ابريل 1946، ويمكن تلخيص وجهات نظر وزراء خارجية دول الحلفاء في هذا الاجتماع على النحو التالي:

1- الوزير البريطاني اقترح منح ليبيا الاستقلال فوراً.
2- الوزير السوفييتي كان رأيه اعادة المستعمرات الى السيادة الايطالية!!.
3- الوزير الاميركي ارتأى انه في حالة الاتفاق على اعادة المستعمرات الى السيادة الايطالية، ينبغي ان يُحدد موعداً لاستقلال ليبيا.
4- الوزير الفرنسي وافق على الاقتراح بإعادة المستعمرات الى السيادة الايطالية.

ظل التباين في وجهات النظر قائماً حتى وان تغيرت مواقف الدول، مثل الموقف الروسي الذي تغير في اتجاه اعادة المستعمرات الى ايطاليا، في مناورة سوفييتية للحؤول دون استحواذ الدول الثلاث على ليبيا، فضلاً عن ان السوفييت كانوا يريدون بهذا الموقف تقديم دعم للحزب الشيوعي الايطالي الذي كان مُقدماً على الانخراط في الانتخابات العامة في ايطاليا. ويلاحظ هنا ان انجلترا عندما استشعرت هذا الموقف السوفييتي، غيرت رأيها واقترحت منح ليبيا الاستقلال !. لإجهاض المخطط السوفييتي. وأياً ما يكون الأمر فإن هذا الاجتماع شأنه شإن الاجتماع الذي سبقه لم يخلص الى شيء سوى تأجيل الموضوع الى اجتماع لاحق.

الاجتماع الثالث:

انعقد هذا الاجتماع هو الآخر في باريس في  شهر يونيو 1946، وفي هذا الاجتماع اتسعت الهوة بين الفرقاء، لذلك اقترح الوزير الاميركي تأجيل الاجتماع لمدة سنة كاملة.

تنازل ايطاليا عن مستعمراتها:

لما كان ذلك، وكانت قواعد القانون الدولي تقضي بأن تستمر السيادة للدولة المستعْمِرِة “ايطاليا” إلى ان تتنازل عنها وفق معاهدة صلح يتم توقيعها بالخصوص، وللحؤول دون استمرار ايطاليا في بسط سيادتها على ليبيا، سارعت الدبلوماسيات الغربية الى الاعداد لعقد اتفاقية صلح تتنازل فيها ايطاليا عن ًمستعمراتها، وقد تم بالفعل توقيع اتفاقية سلام وصلح بين دول الحلفاء وايطاليا في سبتمبر 1947، تخلت  بموجبها ايطاليا عن مستعمراتها، وعلى ان تستمر الادارة القائمة حالياً – البريطانية والفرنسية – في ادارة تلك المستعمرات الى ان يتم ًالتوصل الى حل مشترك بشإن تلك المستعمرات يصدر به قرار من دول الحلفاء خلال سنة من بدء نفاذ هذه الاتفاقية، على ان يُرَاعي الحل رغبة سكان تلك المستعمرات، واذا لم تتوصل دول الحلفاء الأربع الى حل خلال ًسنة يُحال امر المستعمرات الايطالية الى الامم المتحدة على ان تلتزم الدول بقبول أي قرار تتوصل له الامم المتحدة في الخصوص.

الاجتماع الرابع:

تنفيذاً لما جاء في اتفاقية الصلح في باريس بشأن مراعاة رغبة سكان المستعمرات الايطالية، تم ايفاد لجنة رباعية الى ليبيا في مارس 1948 وبقت فيها الى مايو من نفس السنة، ومن ثم رفعت اللجنة تقريرها الى اجتماع وكلاء وزارات الخارجية في الدول الاربع الذي انعقد في باريس في سبتمبر 1948. وفي هذا الاجتماع اقترح الاتحاد السوفيتي ان توضع ليبيا تحت الوصاية المباشرة للأمم المتحدة على ان تتم ادارتها بمجلس وصاية خماسي مكون من دول الحلفاء الاربع بالإضافة الى ايطاليا، ولما كان هدف بريطانيا والولايات المتحدة هو ابعاد الاتحاد السوفييتي عن القيام بأي دور في ليبيا، لذا فإن الاقتراح قد رُفض وتم الاتفاق على احالة الامر الى الامم المتحدة وفق ماتم التوصل اليه في اتفاقية الصلح في باريس. وهكذا أحيلت المسألة الليبية الى الامم المتحدة في سبتمبر 1948.

المسألة الليبية في الامم المتحدة:

وفي الدورة الثالثة للأمم المتحدة  احالت الجمعية العامة المسألة الليبية الى اللجنة السياسية للدراسة وابداء الرأي  حيث شرعت اللجنة في النظر فيها في ابريل 1949، ونزولا عند طلب الوفد الباكستاني سمحت اللجنة لممثلين لسكان ليبيا بالتحدث امامها، حيث تحدث ممثلان عن كل من طرابلس وبرقة، كما تحدث ممثل عن الطائفة اليهودية،  وآخر ممثلاً عن الجالية الايطالية.

وعلى اية حال احتدت المماحكات الدبلوماسية داخل اللجنة السياسية، حيث تقدمت الهند والاتحاد السوفييتي بمشروع يقضي بأن تخضع ليبيا لوصاية جماعية. فيما لمحت الولايات المتحدة الى ضرورة تحديد فترة زمنية لوصاية للأمم المتحدة على ليبيا تتولى خلالها بريطانيا ادارتها على ان تمنح بعدها ليبيا الاستقلال. اما فرنسا التي كانت  تخشي ان تعتمد الامم المتحدة مبدأ تصفية الاستعمار ما يعني فقدانها لمستعمراتها في وسط وغرب افريقيا، فإنها ارتأت ان تتولى ايطاليا أمر ادارة مستعمراتها.

بريطانيا من جهتها تقدمت هي الأخرى بمشروع مؤداه استقلال ليبيا بعد عشر سنوات، على ان توضع برقة تحت وصاية دولية  وتتولى ادارتها بريطانيا، وباقي ليبيا يوضع تحت تصرف الولايات المتحدة وفرنسا وايطاليا ومصر لتقرر هذه الدول كيفية الوصاية عليه ومن يتولى ادارته. كما تقدمت مجموعة دول اميركا اللاتينية بمشروع أبان عن تضامنها مع ايطاليا المبني على اتحادهما في المذهب الكاثوليكي، حيث طالب المشروع بأن تتولى ايطاليا ادارة ليبيا لمدة عشر سنوات تُمنح بعدها ليبيا الاستقلال.

امام هذا الزخم من المشاريع المتباينة خلص الرأي الى تشكيل لجنة من خمسة عشر عضواً لدراسة المشاريع المقدمة واعداد مشروع موحد يتماهى مع ماجاء في مٰجمل المشاريع، ولما كان ايجاد قواسم مشتركة بين المشاريع أمر بعيد المنال، وكانت بريطانيا قد استشعرت خطورة الوضع حيث ان الاتحاد السوفييتي قاب قوسين او ادنى من الإضطلاع بدور في ادارة ليبيا، وكان نجاح المشروع البريطاني المُقدم الى اللجنة السياسية بات امراً بعيد الاحتمال، لا سيما امام الثقل الذي تُمثله دول اميركا اللاتينية الداعمة لموقف ايطاليا.

لذا لم يتبق امام بريطانيا الا السعي الى ضمان موافقة دول اميركا اللاتينية على المشروع البريطاني لتأمين حصوله على الاغلبية المطلوبة، ولتحقيق ذلك لم تتجه الدبلوماسية الى تلك الدول، بل نحت منحى آخر من شأنه أن يُمكنها من الحصول على موافقة تلك الدول عبر طريق اقصر وجهد اقل، حيث ارتأت أن تتفق مباشرة مع ايطاليا على تقديم مشروع مشترك ايطالي بريطاني سينال قبول دول اميركا اللاتينية التي تؤيد ايطاليا، كما انه سيحظى بموافقة الدول الغربية،  وستجد فيه لجنة الخمسة عشر التي كلفتها اللجنة مخرجاً قد تقبله اللجنة السياسية.

تأسيساً على ماتقدم، وقبل ان تفرغ اللجنة السياسية من دراسة المشاريع المُقدمة، سارعت الدبلوماسية البريطانية الى عقد اتفاقية مع ايطاليا عرفت فيما بعد بإتفاقية  “بيفن سيفورزا“، وقد تضمنت الاتفاقية عدد من البنود منها ما يلي:

1- توضع برقة تحت الوصاية الدولية وتتولى بريطانيا ادارتها، على ان لايؤثر ذلك على وحدة ليبيا.
2- توضع فزان تحت الوصاية الدولية وتتولى فرنسا ادارتها، على ان لا يؤثر ذلك على وحدة ليبيا.
3- توضع طرابلس تحت الوصاية الدولية وتتولى ايطاليا ادارتها اعتباراً من 1951، على ان لا يؤثر ذلك في وحدة ليبيا.
4- تمنح ليبيا الاستقلال بعد عشر سنوات.

اجرت بريطانيا تعديلاً على مشروعها المقدم الى اللجنة بما يتوافق مع ماجاء في اتفاقية “بيفن سيفورزا“، ومن ثُم اعادت تقديمه الى لجنة الخمسة عشر، ورغم ان الاتحاد السوفييتي عمل على اجهاض المشروع البريطاني، وحاول ايجاد تكتل يضم الدول الاسلامية والعربية فضلاً عن دول شرق اوروبا لمواجهة المشروع البريطاني، غير ان جهوده بأتت بالفشل حيث صوتت اللجنة لصالح المشروع البريطاني على النحو التالي: عشرة مؤيدين، اربعة معارضين، فيما امتنع عضو واحد عن التصويت. وهكذا تقرراحالته الى اللجنة السياسية.

وفي اللجنة السياسية قوبل المشروع البريطاني بموجة من الرفض والاستنكار من بعض الوفود التي رأت فيه أمر دُبر خارج اروقة الامم المتحدة، وتجاهل كافة المشاريع المُقدمة من الوفود ولم يُعرها أي اعتبار، كما انه لم  يبدِ أي اهتمام لرغبات سكان ليبيا.

وفي ضوء ذلك اجرت اللجنة السياسية تصويتاً على المشاريع المُقدمة، حيث رُفض المشروع العراقي الذي حصل على عشرين صوتاً مؤيد، مقابل اثنين وعشرين رافض، وامتناع ثمانية عن التصويت. ورفض ايضاً المشروع السوفييتي الهندي، فضلا عن ان دول اميركا اللاتينية قامت بسحب مشروعها بعد ان تم تقديم المشروع البريطاني الذي  تضمن ماجاء في اتفاقية “بيفن سيفورزا” وضُمِنَت مصالح ايطاليا حيث ستتولى ادارة اقليم طرابلس.

وذهبت ادراج الرياح محاولات بعض الوفود اجراء تعديلات على المشروع البريطاني، ولم تقبل اللجنة السياسية اي تعديل، ما عدا  تعديلاً تقدمت به دولة النرويج يقضي بأن يكون استقلال ليبيا الزامياً بعد مضي العشر سنوات المنصوص عليها في المشروع الانجليزي. ومن ثُم عرض المشروع للتصويت عليه من قبل اللجنة السياسية فحصل على اربعة وثلاثين صوت مؤيد،  فيما صوتت ست عشرة ضده، وامتنعت ثمان عن التصويت.

وهكذا أحيل المشروع البريطاني الى الجمعية العامة للتصويت عليه، ولكي يُمرر ينبغي أن يحصل على اغلبة ثلثين الاصوات  في الجمعية العامة.

وفي هذه الاثناء تمكن الليبيون من اقناع مندوب هايتي بالتصويت ضد المشروع البريطاني، وهناك تذبذب في شأن من ذا الذي اقنع السيد “اميل سان لو” مندوب هايتي، فمن قائل ان السيد “العنيزي” وهو القول الوارد في اغلب الروايات الموثقة في الخصوص. فيما تذهب روايات شفوية مُرسلة وغير موثقة، (ارتأينا ادراجها هنا لعلها تحفز البحاث على الكشف عن مدى صدقها)، الى ان من قام بذلك هو احد اعضاء وفد برقة، الذي يقال انه امضى، الليلة التي سيكون غدها التصويت على المشروع البريطاني، في تبادل الانخاب وكؤوس الويسكي مع السيد “اميل سان لو” في حانة من حانات نيويورك خوفاً من ان يقوم احدٌ ما بالتأثيرعليه، ويقال والعهدة على الراوي ان  عضو وفد برقة ظل نديماً  مع السيد “اميل سان لو” حتى موعد انعقاد الجلسة حيث انتقل الاثنان من الحانة الى مقر انعقاد الجلسة، حيث كان السيد “اميل سان لو” مثمولاً وصوّت ضد المشروع البريطاني، وكان هو الصوت الذي حال دون حصول المشروع البريطاني على اغلبية الثلثين.

انه جهد بذل في اطار ما يعرف بحملة علاقات عامة لإقناع مندوب هايتي، سواء كان هذا الاقناع بالمنطق، او كان الاقناع عبر كؤوس ويسكي “تشيفاز ريجال” رفيع المستوى وطيب المذاق، الذي قد يكون قد وفر حالة من التمزق العاطفي في نفسية مندوب هايتي دفعته الى ان يضرب عرض الحائط بتعليمات حكومته، والى ان يصوّت برفض المشروع البريطاني، بيد أن تعليمات حكومته تقضي بتأييد ذلك المشروع . وذلك ما دعى حكومته  الى طرده من وظيفته مرة واحدة . وكانت الحكومة الليبية قد عينته فيما بعد مستشاراً بالسفارة الليبية لدى الولايات المتحدة الاميركية.

موقف مندوب هايتي سُلِّطت عليه اضواء مكثفة، واولاه الليبيون تقديراً رفيعاً، حتى انهم تحت وطأة الفرح قاموا بتسمية العديد من الشوارع والميادين ودور السينما في عدة مدن ليبية باسم دولة هايتي رُغم ان موقفها لم يكن البتة في صالح استقلال ليبيا، حيث كان موقفها مؤيداً للمشروع البريطاني، وقد استاءت من مخالفة مندوبها لتعليمات حكومته ما أدى الى طرده من وظيفته.

غير انه حري بنا الاشادة بمهارة وحرفية دبلوماسية و بجهد اشد وطأة واقوم قيلا، حتى وان كنا لم نتمكن رُغم البحث من معرفة من تلك البعثة الدبلوماسية او من اولئك الدبلوماسيين الذين يقفون وراءه. ويتمظهر هذا الجهد الدبلوماسي في تحليل خريطة التصويت في الجمعية العامة، حيث تبين من ذلك التحليل ان مجموعة دول اميركا الجنوبية تشكل ثقلاً مهماً في التصويت بحكم عدد دولها الأعضاء في الامم المتحدة، كما تبينت حقيقة موقف دول اميركا الجنوبية المؤيد لإيطاليا كونها تدين بالمسيحية الكاثولوكية التي تدين بها دول اميركا الجنوبية.

ولذلك عمل اصحاب هذا الجهد الدبلوماسي الذي ينم عن مهنية دبلوماسية رفيعة المستوى، على تجزئة التصويت على النقاط التي يتضمنها المشروع البريطاني، بحيث يصار الى التصويت اولاً على البند الذي ينص على ان تتولى ايطاليا ادارة اقليم طرابلس اعتباراً من سنة 1952، ومن ثم التصويت على باقي البنود. وهذا ماتم في الواقع، حيث عُرض ذلك البند للتصويت وكانت النتيجة كالتالي، ينبغي هنا عدم نسيان صوت مندوب هايتي الذي حال دون الحصول على اغلبية الثلثين: 23 دولة دول صوتت لصالح هذا البند من المشروع البريطاني، 17 دولة صوتت ضده (من بينها صوت هاييتي)، و7 دول امتنعت عن التصويت.

دبلوماسية نابعة من دهاء مميز لولاه ما كان لتصويت مندوب هايتي ان يُحدث أي فرق، ولا تفوتنا هنا الإشارة الى انه ينبغي على الدبلوماسيين الليبيين الشباب التصدي بالبحث والتقصي بدقة في مجمل الحيثيات للوقوف على تفاصيل مداولات المسألة الليبية في المنظمة الدولية، ومعرفة مواقف الدول ومندوبيها لدي الامم المتحدة، لأن ذلك يعد جزء مهم من التاريخ السياسي الليبي، كما انه يعد مرحلة مهمة من مراحل الدبلوماسية الليبية في العصر الحديث.

التعليق:

يتضح للمتابع ان بريطانيا كانت الاكثر حرصاً على ابعاد الاتحاد السوفييتي من الحصول على موطأ قدم في ليبيا، والذي قد يكون من شأنه تواجداً سوفيتيياً في الشرق الأوسط وعلى شواطيء المتوسط، ولذلك فعلت الدبلوماسية البريطانية كل دهاءها لصرف نظر السوفييت عن ليبيا، وعملت حثيثاً على ارباك جهود الدبلوماسية السوفيتيية في الخصوص.

ويلاحظ انه في اعقاب الحرب العالمية الثانية لا يزال الموقف الاميركي بشأن الشرق الاوسط أقل حيوية، ومعروف ان الاهتمام الاميركي بالمنطقة لم يتفاعل الا بعد حرب السويس، تلك الحرب التي كرّست انحسار الدور البريطاني والدور الفرنسي في الشرق الاوسط.

وفي شأن تقسيم ليبيا بين الحلفاء باعتبارها غنيمة من غنائم الحرب، فإن اميركا كانت قد أوكلت الامر للبريطانييين باعتبارهم أدرى بشؤون المنطقة، وباعتبار ان الاميركيين كانوا في تلك الاثناء يدعون الى تحرير الدول المستعمَرَة والى تصفية الاستعمار، وهذه الدعوة المضادة للاستعمار كانت تُخيف فرنسا التي كانت اذ ذاك تستعمر اغلب اراضي افريقيا واجزاء من آسيا، لذلك كانت مطالب فرنسا في الجنوب الليبي واهية وغير جادة الا بقدر ما يُبعد مستعمراتها من عدوى الاستقلال.

وهكذا اصبح المسرح مفتوحاً امام البريطانيين لوحدهم، وتحتّم عليهم قيادة الدبلوماسية المضادة للسوفييت لابعادهم عن ليبيا وعن باقي المستعمرات الايطالية في شرق افريقيا.

ويبدو ان الدبلوماسية البريطانية، صاحبة الدهاء ذائع الصيت، قد وضعت الخطة التي (أ) مؤداها الاحتواء الكامل على شمال ليبيا وترك جنوبها للفرنسيين. وفي حالة فشل الخطة (أ) يُصار التحول الى الخطة (ب)  والتي مؤداها العمل على توقيع اتفاقيات مع سلطات محلية ليبية من شأن تلك الاتفاقيات منح بريطانيا صلاحيات عسكرية وربما سياسية واقتصادية في ليبيا، في مقابل وقوف بريطانيا الى جانب تلك السلطات المحلية ومحاولة الحصول على استقلال لبعض الولايات الليبية او ربما حتى استقلال ليبيا بالكامل.

ويمكن تبين ذلك من المماحكات التي جرت في الامم المتحدة التي سبق عرضها بشكل موجز اعلاه، حيث كانت بريطانيا جاهزة لكل مسار في المماحكات، حتى اذا ما انهارت آخر محاولاتها عندما طرحت مشروعها المتضمن لما عرف بإتفاق بيفن سيفورزا، نجحت في حجب كل المشاريع وارتأت احالة الأمر الى الجمعية العامة التي صوتت لصالح استقلال ليبيا.

بريطانيا ارتأت ان أهون الاضرار هو استقلال ليبيا، ولذلك سعت اليه مرغمة بعد ان أمّنت مصالحها ومصالح الولايات المتحدة حيث سارعت الاخيرة الى انشاء قاعدة (ويلز) في طرابلس، فيما انشأت بريطانيا قاعدة (العدم) في طبرق.

وتبقى ادوراً دبلوماسية أخرى على المستوى القومي العربي مشرّفة مثل الموقف العراقي، فيما كان المصريون يلحون على تسوية المسائل الحدودية بين ليبيا ومصر اكثر من اهتمامهم بمسألة استقلال ليبيا.

اما موقف الدبلوماسية الليبية اذ ذاك، ودور الوفد الطرابلسي والوفد البرقاوي، فلا شك البتة في اخلاص اعضاء كل من الوفدين، ولا في نقاء سريراتهم، ولا في صدق نواياهم، ولا ينبغي لأي كان ان يقلل مما بذلوه من جهد رُغم ان ولوجهم في هذه المماحكة الدبلوماسية كانت هي المرة الأولى في هيئة عالمية بهذا المستوى.

وبالتالي فإنه حري بنا شكرهم على تلك الجهود، ولا نلومهم اذا ما كانوا يدورون في فلك الدبلوماسية البريطانية الماكرة، التي لم يتأتى حتى لدول عظمى بحجم الاتحاد السوفييتي مواجهتها. وعلى مستوى الدول الاخرى، لابد من تَذَكر دور بولندا والدنمارك والهند. وعلى مستوى المندوبين لا يُنسى موقف  السيد “اميل سان لو” مندوب هايتي، سواء جاء هذا الموقف نتيجة اقتناع بعدالة قضية، أم جاء تحت وطأة الثمالة بعد ليلة حمراء كان شرابها ويسكي من طراز “تشيفاز ريجال“، فالليبيون يقولون: (اللي تغلب بيه… ألعب بيه).
