لايختلف اثنان في ظل نتائج الانتخابات التشريعية التي أعلن عن نتائجها الأولية فجر الخميس 9 سبتمبر الجاري، عن أمرين ثابتين:
الأمر الأول، ويتمثل في أن الحزب الإسلامي قد أرتكب أخطاء قاتلة لا خلال حقبتي حكمه (2011-2015 و2016-2021)، بل عجز عقله السياسي في استيعاب التطورات والمتغيرات التي جرت عشية أطوار الحملة الانتخابية لا في المملكة المغربية فقط بل في الإقليم وعلى المستوى الدولي على غرار استبعادات ما جرى في تونس بعد حركة/انقلاب 25 يوليو الماضي.
الأمر الثاني، ويتمثل في أن أسرار النتائج وكواليس هندستها من طرف الراي العام المغربي وقبلهم الفاعلين السياسيين المحليين والاقليميين من وراء الستار وبطرق وآليات خفية وناعمة، لم تظهر بعد ولن تنكشف قريبا بسبب ما يقع في الإقليم ومن صراع دولي على القارة الافريقية.

الارتكازالى منطق أن حزب العدالة والتنمية تم التعاطي معه من طرف الناخبين عبر “التصويت العقابي”، غير سليم ولا يفسر الكثير من الجزئيات والتفاصيل، فكيف يمكن مثلا تفسير أن الناخب المغربي “عاقب” حزب العدالة والتنمية، بينما كافأ حزب التجمع الوطني؟، خاصة وأن هذا الأخير شريك أساسي في حكومة”العثماني” المتخلية، (بل أنه سيّر أهم الوزارات على غرار المالية والفلاحة والصناعة، كما أن الناخب كافأ حزب الحركة الشعبية الذي أدار وزارة التعليم (معلوم أنها عرفت أكبر نسبة احتجاجات خلال السنوات السابقة)، أما المثال الثالث فهو مكافأة الناخبين لحزب الاتحاد الاشتراكي والذي أدار دواليب وزارة العدل، كما كافأ نفس الناخب حزب الاتحاد الدستوري والذي أدار دواليب وزارة السياحة، وفعليا لو كان التصويت العقابي صالحا قراءة وتفسيرنتائج تشريعات 8 سبتمبر الحالي لذهب التصويت لصالح أحزاب أقصى اليسار المغربي على غرار “اليسار الاشتراكي” و”فدرالي اليسار” و”التقدم والاشتراكية”، (وهي أحزاب لها مرشحين في أغلب الدوائر).
والسؤال هنا حول فرضية صحة مقولة التصويت العقابي ليتم التصويت فعليا للأحزاب القريبة من السلطة على غرار “الأصالة والمعاصرة” باعتباره كان معارضا لحكومة العثماني (والتي كان حزب الاحرار مُساهما بارزا في كل ان لم يكن أغلب سياساتها…)

معلومأن حزب الاحرار فاز بما يعادل نسبة 98 في المائة (حصل على 92 مقعدا في مجموع الدوائر إضافة إلى 10 مقاعد من خلال لوائح النساء الجهوية، ولو لم يكن القاسم الانتخابي على أساس عدد المسجلين، لحصد أكثر من 150 مقعدا تقريبا وهذا يعني ان حتى العدالة والتنمية كان سيجني ذلك لو لم تتدخل عوامل أخرى وخيارات الناخب في تعاطيه مع أخطاء الحزب وهو دليل آخر واضافي يؤكد ان التفسير بمنطق التصويت العقابي غير سليم ومناف للواقع.
تبَيَّنفعليا أن الحديث عن قاعدة ثابتة للحزب الإسلامي المغربي غير صحيح أو ان تلك القاعدة اختارت عدم التصويت له رغم التجييش والتعبئة الذي قامت به حركة التوحيد والإصلاح خلال الأيام الأخيرة والسابقة للتصويت وهو يعني أيضا ان جزء من قاعدته الانتخابية قد تماهت مع عاملي الإنجازات والإخفاقات وهو أمر يتوضح من خلال مقارنة نتائج الحزب سنتي 2011 و2016 من جهة ونتائجه سنة 2021 من جهة ثانية…
حزبالعدالة والتنمية سنتي 2011 و2016 لم يكن حزبا قويا وأنه كان قويا لان هناك ضعفا كبيرا في الأحزاب المنافسة له، وهنا يتساءل أحد الجامعيين: هل اختلف الوضع اليوم؟ هل الأحزاب التي نافسته أصبحت قوية؟ وهنا يجب ان ترتكز الإجابة على منطق أن تلك الأحزاب ليست قوية بما فيها تلك التي تم الإعلان عن فوزها بل هي لا تزال أضعف منه ولديها من الضعف ما سيكشف حقيقتها في أول امتحان.
الثابتأن الناخبين المغاربة بما فيهم قواعد الحزب انتقموا لأنفسهم من تهميشه لمطالبهم وطموحاتهم وذلك بسبب عدم تحقيقه لما وعدهم به وأيضا بسبب الإحباطات التي عاشوها طيلة فترة حكمه الثانية ومن رؤية أن هناك حلولا مستقبلية لما عنون ويعانونه على المستويين الاجتماعي والسياسي.
ثانيا– هل انهزم حزب العدالة والتنمية فعلا أم تم ذلك بفعل فاعل؟
الثابتأن هزيمة الحزب الإسلامي المغربي غير طبيعية، ولو سلمنا بتراجع شعبية الحزب وارتكابه أخطاء متنوعة ومتفاوتة الخطورة، الأمر الذي يصبح معه متوقعا انعكاس ذلك على شعبيته ونتائج هذه الانتخابات، والثابت أيضا أن أزماته التنظيمية الداخلية لا تفسر حجم الهزيمة والتي لا يختلف اثنان أنها كارثية.
المؤكدأن الصراعات في الحزب والتباين بين تياريه والخلافات في مؤسساته التنفيذية والشورية وأن الحكم كان آثاره على تماسكه وشعبيته ولكن ذلك لا يجب أن يغيب الدور الكبير والمركزي للسلطة والدولة العميقة فيما وقع في هندسة النتائج بغض النظر عن الآليات وطرق التدخل ذلك أن “النظام”كان موضوعيا دائم التربص بالحزب وقياداته وأعضاءه.
ولكن لا يُمكن البتة تغييب أن بعض قيادات مركزية وجهوية هم من سهلوا ذلك ومن ثم تم بناء على ذلك استعمال كل الأحزاب ضده وخاصة تلك التي تحالفت معه داخل الحكومة وأيضا تلك التي اصطفت في المعارضة، بل وحتى الأحزاب غير الممثلة في البرلمان والتي لا يتجاوز عدد أعضاءها العشرات، هذه الأحزاب المتفرقة المشتتة لا يوحدها ويجمعها إلا هدف واحد ووحيد؛ هو إسقاط حزب العدالة والتنمية.
الاعلام بمختلف هياكله وولاءاته الداخلية والخارجية وخاصة الإقليمية والقريبة من دولة الامارات إضافة الى العديد من رجال الفكر والثقافة كانوا وظيفيين عند الغير وضد الحزب الإسلامي والذي كانت ادواته الإعلامية ضعيفة جدا مضاف اليه أن عقله السياسي ترهل وبقي حبيس منطق عقدي الثمانينات و التسعينات من القرن الماضي.
وعمليا سيطرت أفكار ورؤى بعض المنابر الإعلامية على عقول المواطنين بحملة إعلامية طويلة الأمد، مركزة الجرعات، موزعة على كل القنوات والإذاعات والجرائد الورقية والإلكترونية بخطاب تضليلي موجه نحو تضخيم أخطاء الحزب وتبخيس إنجازاته، وزرع غضب واحتقان في عقولهم باستعمال معطيات مغلوطة ومحرفة، وباحترافية كبيرة كي يتم حصاد كل هذا الغضب وهذا الاحتقان يوم التصويت، ليكون تصويتا عقابيا بنكهة الحقد والانتقام، وطبعا ليس من السهل أن ينهارالعدد من 125إلى13 بطريقة دراماتيكية غير مفهومة وخارجة عن منطق العقل والحساب.
يَرىالبعض من القياديين في الحزب أنه “تم الإعداد لهذه الهزيمة في مختبر الدولة العميقة، وتمت صناعتها في معمل السلطة، وسلمت أدواتها للأحزاب السياسية الأخرى وأعيانهم المدججين بالأموال، والإعلام المدعوم مع إعدام المنابر الجادة، وبث الرعب في الصحافة النزيهة كي تبتعد وتلوذ بالصمت، وأمام أعينهم أمثلة ونماذج حية في الذاكرة لم يطوها بعد النسيان”.
يرى نفس القيادي في الحزب “لقد سقط القناع عن الدولة العميقة، وانكشف الوجه القبيح للسلطة”، وبناء على ذلك فان السؤال المفصلي بخصوص الحزب هو: ما هو موقف بعض قيادات الحزب وأعضاءه الذين سهلوا مأمورية تحطيم الحزب بهذه الطريقة المأساوية؟ وهو سؤال يحيلنا الى أسئلة أخرى على غرار: هل سيواصلون خطابهم التبريري والتفسيري؟ أم سيعترفون بسذاجتهم المفرطة وبأن الدولة استعملتهم من أجل تمرير مشاريعها وقوانينها ومخططاتها غير الشعبية، “ومسحتها” في الحزب كي يتحمل وزرها وحده دون الدولة وباقي أحزاب الحكومة؟
وهل ستعترف قيادة الحزب بأخطائها وتراجع مواقفها، ولما لا أن تتراجع إلى الخلف وتقوم بمراجعات شجاعة وحقيقية بدل استعمال خطاب ديماغوجي لم يعد يقنع حتى أصحابه؟
الفكرة السائدة في الحزب اليوم ورغم التحاق أعضاء جدد به عشية الانتخابات وعودة العشرات اليه والـ”هاشتاغ” الذي روجته قواعد الحزب على الشبكات الاجتماع والذي نصه “الانتماء للعدالة والتنمية فخر الانتماء” هو أنه قد حانت الحاجة الملحة قبل أي وقت مضى من أجل تفعيل الحركة التصحيحية داخله في أسرع وقت ممكن، بهدف إيقاف النزيف وقطع الطريق على أي محاولة لتوريط الحزب في أي تحالف محتمل مستقبلا أي تحالف يعمق الجرح، كما أن بعض قيادييه يروا أنه على الحزب أن يأخذ المسافة المعقولة والموضوعية عن الدولة، أي مسافة الأمان السياسي والتنظيمي التي تُحصّن قراره الداخلي وتبعده عن أي ضغط أو توجيه أو مساومة، كي يصبح أو يعود كما كان حزبا وطنيا شعبيا مستقلا غير خاضع أو تابع.
أي مستقبل للفعل السياسي للعدالة والتنمية وأي آفاق للوضع في المملكة؟
الثابتأن حسابات القوى السياسية ستصطدم بالواقع بعد أسابيع وأشهر وان المشهد السياسي سيعرف هزات فلا الوضع الاجتماعي سيعرف انتقالا كبيرا ولا المشهد السياسي ستتم هندسته لما طمحت اليه أطراف في الإقليم.
من المنتظر أن يندهش المواطن المغربي بداية من منتصف أكتوبر القادم وخاصة بعد افتتاح البرلمان وعندها سيُمعن النظر في هوية الذين سيجلسون في الأماكن التي كان يحتلها حزب العدالة والتنمية، وذلك عندما سيتفاجأ بأن جزء كبير منهم، هم من معمري السياسية، ومنهم من صدر في حقهم أحكاما قضائية، ومنهم من كان ضمن الشخصيات التي منعتها وزارة الداخلية عبر تعليمات سنة 2011، من الترشح تفاعلا مع رياح الربيع الديمقراطي، وتمهيدا لفوز حزب بن كيران الذي كان قد وقف آنذاك في وجه الحراك العشريني، بعد أن انسحب كل الأحزاب الإدارية من المشهد واختفت كل قياداتها، ومنها من غادر خارج المغرب، توجسا مما لا تحمد عقباه.
المواطن المغربي سيشعر باندهاش أكبر بعد حوالي أسبوع (تشكيل المجالس الجماعية)، عندما سيتعرّف على هوية الذين سيشكلون المجالس الجماعية المقبلة، وفي سياق متصل يبقى السؤال الأهم هو: هل سيساهم الانسجام الذي ستعرفه مؤسسات الحكم في المغرب (القصر، الحكومة، البرلمان، المجلس الترابية) في خلق الأجواء التي ستمهد لتحقيق وضع اقتصادي جيد؟، وهل يؤدي هذا الانسجام إلى تحقيق الوعود التي رفعتها الأحزاب خلال الحملة الانتخابية: وعود الحزب الفائز، ووعود الأحزاب التي ستشكل معه الحكومة؟ أم سيسفر هذا الانسجام عن أمور أخرى؟
الثابتأن الأشهر القادمة ستكون حاسمة، وأما من كان يعارض حزب العدالة التنمية فإنه قد رحل، وأما من كان يعارض الفساد فإنه ما زال حيا، وأما من كان يعارض سياسات التفقير التي كانت في ظل الحزب الراحل، فإن الفقر ما زال متفشيا، وأما من كان يدافع عن الحريات (عشرات المعتقلين السياسيين، عشرات اللاجئين السياسيين، قمع متواصل للتظاهرات والوقفات…) التي تم هضمها في ظل وجود الحزب المنهزم على رأس الحكومة، فإن تلك الحريات ما تزال مهضومة، وأما من كان يعارض العثماني صاحب الابتسامة الصفراء، فإن الطبيب قد عاد إلى عيادته، وأن أخنوش صاحب وعود “الباكور الهندي”، على حد تعبير الجواهري مدير بنك المغرب، هو من مسك مفاتيح الحكومة.

أن مستقبل الحزب الإسلامي سيبقى بيده لابيد غيره رغم تأثيرات الإقليم وتداعيات التطورات الجارية في القارة السمراء وفي المتوسط، ذلك أنه خسر حوالي 40 مقعدا بسبب أحداث تونس، ومن جهة ثانية سيستمر الاستقرار السياسي نسبيا في ظل ملكية محمد السادس وذلك نتاج انها أقرب للملكية للدستورية وأيضا نتاج فعل الدبلوماسية المغربية وتحالفات المملكة إقليميا ودوليا وذلك لا يعني عدم وجود هزات في علاقاتها مع الجزائر وموريتانيا وجنوب افريقيا ودول أوروبية عديدة.
