الأحزاب السياسية الديمقراطية، تعبر بوضوح عن الهموم العامة وتلعب دور الوسيط بين المواطن والدولة. وكذلك ترمي الأحزاب إلى التأثير على الرأي العام لكسب ثقة الناخبين والفوز بالسلطة لتولّي سدّة الحكم.

:تركيز الاهتمام على المستوى المحليّ

ـ لابد أن تكون القاعدة المحلية في أي حزب سياسي، شأنها شأن جذور الشجرة، صلبة إذا كان الحزب يطمح إلى التنامي وإحراز الفوز، وكذلك يجدر بقادة الحزب أن يدركوا أهمية بناء الأحزاب المحلية.

ـ يشكل أعضاء الحزب، منفردين، مركز الثقل. فبدونهم، يُقدّر لقادة الحزب، مهما قد يبلغ بهم حدّ الذكاء، أن يعيشوا على هامش الحياة الديمقراطية في بلدهم.

ـ زيادة قدرات الأعضاء المنفردين إلى حدّها الأقصى..

ـ توزيع السلطات على الأعضاء في صفوف القاعدة الشعبية.

ـ تمكين الأعضاء المنفردين في مجالات الاختيار، وتطوير السياسات، والبرامج، وفي ما شاكلها.

ـ تأديب الأعضاء المتّهمين بالإخلال بالنظام، وإنزال عقوبات واضحة بهم.

ـ إدارة شؤون الأعضاء (القائمة الفعلية للأعضاء).
