الدولة العميقة: محاولة لضبط المفهوم

تأتــي هــذه الدراســة محاولــة لفهــم مصطلــح “الدولــة العميقــة“؛ فــي ضــوء تزايــد اســتخدام المصطلــح فــي الأدبيــات والتحليــات السياســية، وخصوصــا فــي مجــال الدراســات المقارنــة، وتحديــدا عنــد دراســة حالات متعــددة من النظم السياســية.

ومن خــلال تحليــل الأدبيات التي يستخدم فيها هذا المصطلح، يتضح أن الغموض يكتنف مفهوم الدولة العميقة؛ إذ يســتخدم بأشــكال متعددة؛ مــا يجعله يحمــل دلالات مختلفــة.

تنطلق هذه الدراسة من نظرة نقدية للمفهوم وتفترض أن ضبابية تعريفه تشتمل على عنصر الخفاء والمؤامرة، من جهة، وفضفاضية استخداماته في نظم سياسية متنوعة (ديمقراطية وشبه ديمقراطية وسلطوية)، من جهة ثانية، تجعل منه أداة تحليلية غير مفيدة، أو غير قادرة على توســيع المجال المعرفي لعلم السياســة المقارنة.
