مفهوم خاطئ كرسته الفئة السياسية التي تصر على أن المشاركة السياسية تعني المحاصصة، وبذلك تختزل مفهوم الدولة الديمقراطية وفق ما توفره من غطاء تمرر به حضورها وتحمي به فسادها، هذا الانحراف يهدم الدولة ككيان سياسي، ويؤدي حتماً لهدم الديمقراطية كنظام قادر على حمل الأوطان وصيانتها، عبر تعزيز مبادئ الفرص المتساوية للأفراد الذين لهم الحق الأصيل في سيادة القانون، وليس سيادة المحاصصة للأحزاب أو القبائل أو المتنفذين.

الأنظمة العربية عليها أن تقرر مع كل هذه الاضطرابات التي هزت العديد من عواصمها وأغرقتها في الفوضى، أن لا خروج من الأزمات بغير تحقيق القيم الديمقراطية لكيانات الدولة الوطنية عبر العلمانية الفاصلة بين القانون وسيادته، وبين كافة المسارات الأخرى التي أدت في نهايتها لفشل الدولة في القيام بأهم التزاماتها المتمثل في أن الدستور نواة الديمقراطية، وأن احترام هذا القانون سيؤدي لتوفير كافة متطلبات الشعب من دون احتكار السلطة لفئة دون فئة أخرى.
