(لقد أوفدتني الجمعية العامة للأمم المتحدة إلى ليبيا ممثلا لها لقصد مساعدة شعبها على وضع دستور لبلاده وتأليف حكومة مستقلة لها. إن هذه المساعدة تقدم بدون مقابل وإذا كان شعب ليبيا لايريد الندفاع بها فإن له مطلق الحرية في عدم قبولها) … إدريان بلت أمام مجلس الأمم المتحدة في ليبيا 1950

فكيف تكونت لجنة الواحد والعشرين تلك الأيام؟

بمجرد وصول المستر أدريان بلت إلى ليبيا في 18 يناير 1950 بدأ في الحال بإجراء مشاوراته وإتصالاته مع الزعماء والهيئات والأفراد في طرابلس ومع الأمير إدريس في برقة ومع السيد حمد سيف النصر في فزان. وعبر ذلك كله فهم الرغبة الموجودة والأكيدة لدى الشعب الليبي وزعمائه وجماعاته السياسية وخلص من هذه الأجواء إلى أمرين مهمين في تلك الفترة:
الأول: إجماع الشعب كله على مبايعة الأمير إدريس السنوسي ملكا على ليبيا .

والثاني: ضرورة إقامة نظام اتحادي بين الأقاليم الثلاثة طرابلس وبرقة وفزان وهو أمر يتمشى مع الأوضاع المختلفة الموجودة في البلاد ولأنه وفقا لما يجري بغير هذا النظام الاتحادي لايمكن التفكير جديا في جمع (ليبيا) في دولة واحدة.

تلك الخلاصة التي فهمها المندوب ووصل إليها بسهولة طبقا لرحلاته ومشاوراته وما ورد في تقاريره إلى الأمين العام للأمم المتحدة. وكان لابد مع ذلك الكثير من الصبر والحكمة وقطع الكثير من المشاوير والخطوات.. هنا وهناك.

ثم طرأت في الواقع مشكلة ظلت هامة بعض الوقت فقد وجد المندوب والمجلس الاستشاري للأمم المتحدة في ليبيا أنفسهما أمام تلك المشكلة التي تمثلت باختصار شديد في إيجاد طريقة تدعى بموجبها (الجمعية الوطنية) التي تسن الدستور وتقرر شكل الحكم في البلاد تنفيذا للفقرة الثالثة الواردة في قرار الأمم المتحدة في 21 نوفمبر 1949. القرار المذكور نص على ذلك لكنه لم يحدد الطريقة أو الأسلوب الذي تنشأ عنهما هذه الجمعية.

وكان لابد من المزيد من المشاورات لمواجهة المشكلة وتذليل الصعاب لتحقيق القرار التاريخي. قام المندوب من جديد بمشاورات أخرى استغرقت أشهرا ثلاثة ثم تقدم في نهايتها في الرابع من مايو 1950 إلى المجلس طالبا مشورته حول خطة تجتمع على أثرها لجنة تحضيرية مؤلفة من خمسة ممثلين من كل إقليم تختارهم المجالس المحلية المنتخبة في برقة وطرابلس أما في فزان فيمكن أن يتم اختيارهم من قبل الجمعية نفسها التي سبق لها انتخاب رئيس الإقليم.

وفي هذا الصدد الذي يمضي نحو التطور الدستوري الليبي ظل أعضاء المجلس الاستشاري يميلون إلى الأخذ بمبدأ الانتخاب وفقا لما ورد في التقرير السنوي الأول للمندوب في فقرته رقم 135. ممثل الباكستان في المجلس صرح بأن الانتخابات لن تكون حرة في طرابلس حيث أن الهيئة التشريعية والمجلس الإداري هناك يقعان تحت إمرة رئيس الإدارة البريطانية مؤكدا القول أيضا بأن لطرابلس تاريخا طويلا وعددا من الأحزاب السياسية المعروفة وأنه يبدو أن اختيار ممثلي طرابلس يعد أمرا سهلا عندما يتم التشاور مع قادة هذه الأحزاب وعلى ذلك أوصى السيد عبدالرحيم خان ممثل الباكستان باتباع هذه الطريقة وصولا إلى الحل التوافقي الذي يرضى عنه المجلس والمندوب.

عقب هذه الاجتماعات والحوارات المدونة في تقارير الأمم المتحدة فضل المجلس الاستشاري أن يتمهل في إبداء رأيه النهائي في الموضوع إلى أن ينتهي أعضاء المجلس بالكامل من القيام بزيارات مختلفة للأقاليم الليبية يتاح لهم فيها الوقوف بأنفسهم على الأحوال والظروف قبل تعيين ماينبغي عمله لتنفيذ قرار الأمم المتحدة بتكوين الجمعية الوطنية.

في الثاني عشر من يونيو 1950 وهو اليوم الذي افتتح فيه الأمير إدريس مجلس نواب برقة في بنغازي واصل المجلس الاستشاري بحثه لمشروع السيد إدريان بلت بعد عودة أعضائه من جولاتهم في برقة وفزان. وذكرت التقارير الصادرة بالخصوص من السيد بلت أن السيد مصطفى ميزران ممثل طرابلس أبدى رأيه الذي تمثل في الدعوة إلى عدم إجراء إنتخابات بحجة أن إجراءها في الظروف السائدة في طرابلس سيؤدي إلى اضطرابات في البلاد من جهة ولأن قرار الجمعية العامة للأمم المتحدة لم يحدد طريقة تأليف الجمعية الوطنية من جهة أخرى.

وهنا أيد ممثلا مصر والباكستان السيد ميزران في مامضى إليه من رأي وانتقدا مشروع السيد بلت للأسباب ذاتها ولغيرها. وقال ممثل الباكستان إن مقترحات السيد بلت تتعدى نطاق قرار الجمعية العامة كما أنها لاتنال تأييد أغلبية الزعماء الذين يعارضون إجراء الأنتخابات على أية صورة في (الظروف الحاضرة) ثم قدم إلى المجلس مشروع قرار يقترح فيه إنشاء لجنة تحضيرية ووصفه بأنه غير ديمقراطي فهو يلائم الطريقة ذاتها التي اختارتها الجمعية العامة لتعيين ممثلي ليبيا الأربعة في المجلس (ثلاثة عن كل إقليم ورابع عن الأقليات).

ووفقا لهذه المناقشات والمجادلات والأخذ والرد بشأنها رفض المجلس الاستشاري في جلسته المنعقدة يوم الرابع عشر من يونيو 1950 مشروع قرار المندوب ومشروعا آخر قدمه ممثل الولايات المتحدة الذي أيد فيه مشروع المندوب المعدل ووافق المجلس هنا مع حرارة يونيو في طرابلس على مشروع قرار ممثل الباكستان وفيه أشار المجلس على المندوب بما يلي:

أ- أن يطلب إلى الأمير إدريس اقتراح أسماء سبعة ممثلين عن برقة.

ب- أن يستشير المندوب زعماء الأحزاب في طرابلس وأن يقترح على المجلس لأخذ رأيه بعد معرفة وجهات نظرهم في الموضوع أسماء سبعة أشخاص بارزين من طرابلس للأنضمام إلى ممثلي برقة.

ج- أن يطلب المندوب إلى رئيس إقليم فزان تعيين سبعة ممثلين يقومون بالتشاور مع ممثلي برقة وطرابلس المشار إليهم فيما سبق من أجل عقد اجتماع في طرابلس لايتجاوز ميعاده أول يوليو 1950 لوضع خطة تؤدي إلى اجتماع ممثلي سكان برقة وطرابلس وفزان بهيئة جمعية وطنية لتحقيق الغرض المنصوص عليه في قرار الأمم المتحدة.

تحقيقا وإنجازا لرأي المجلس وحسب ماورد في وثائق التقارير بدأ المستر بلت في استشاراته في اليوم نفسه وبعد أن اختير أعضاء برقة وفزان من الأمير إدريس والسيد حمد سيف النصر صرح المستر بلت بأنه اختار نهائيا سبعة ممثلين لطرابلس بعد أن أخذ بعين الاعتبار أولا القائمة التي قدمتها الأحزاب السياسية وبعد أن راعى كفاءة كل من المرشحين.

في اليوم الخامس والعشرين من يوليو 1950 دعا المستر بلت كل الأشخاص الذين شملتهم القائمة التي صادق عليها مجلس الأمم المتحدة في ليبيا لكي يشتركوا في عضوية لجنة الواحد والعشرين. وهكذا عقدت اللجنة أولى جلساتها بتاريخ 27 يوليو 1950 بطرابلس ووافقت على جدول أعمال يتضمن مسألة إيجاد الطريقة القانونية والدستورية التي بموجبها تجتمع الجمعية الوطنية وعدد الممثلين في هذه الجمعية وطريقة اختيارهم وكيفية اعتمادهم وتاريخ اجتماعه ومكانه ومسألة تمثيل الأقليات.

التقى الأعضاء من الأقاليم في طرابلس في اثنتين وعشرين جلسة كان آخرها يوم 30 إكتوبر 1950 وأسفرت تلك الجلسات عن إقرار خطة قادمة للطريق نحو المزيد من التطور الدستوري والبرلماني.. وإستقلال ليبيا.
