كان استبدال اسم الجمعية الوطنية بجمعية عمر المختار قشة في ظهر البعير ونقطة مهمة في صالح حكومة الباشا عمر الكيخيا، فقد زادت من قوة الحكومة المعنوية في وجه نشاط الجمعية وصارت خطوة نحو المزيد من التباعد بينهما فيما أضفى توقيع ورثة عمر المختار على الطلب المذكور فيما سبق الكثير من تلك الحالة المعنوية التي اعترت الحكومة.

نشأ عن ذلك في حقيقة الأمر اتساع هوة الصراع الذي لم يهدأ مع تغير الاسم وكثر خصوم الحكومة تبعا لهذا، وظلت الحكومة تحاول الاعتماد على النفوذ القبلي وتغذيه في مواجهة الجيل الجديد الذي واصل نداءه للوحدة الليبية وبالاستقلال التام تحت تاج الأمير إدريس السنوسي.

إن الصراع على الأرض شكل موقفين متضادين يسيران عكس بعضهما بكل حدة.

خسر الطرفان ولم يربحا وكان بالإمكان تلافي هذا الصراع غير المبرر في بعض أوجهه ومعالجته بالحكمة والتريث منهما.

وسينتهي هذا الصراع لاحقا في يوليو 1951 بإغلاق الجمعية وحلها تماما وإيقافها عن النشاط بالكامل عندما تولى وزير العدل في حكومة الباشا السيد محمد الساقزلي رئاسة الحكومة الثالثة في برقة وذلك سنعرض له في حينه.

كان للجمعية على الدوام صوت مؤثر في الساحة يحرك المدينة في كل جوانبها متى أرادت بمظاهراتها إضافة إلى صحيفتها الأسبوعية بمقالاتها وأخبارها كل ثلاثاء.

كانت الصحيفة تناصب الحكومة والإدارة البريطانية العداء الواضح مما يعني أنها صدى لما يدور في ردهات الجمعية وفي صدور شبابها.

وقد وجدت اهتماما ومتابعة واضحين بمجرد صدورها تتلقفها الأيادي وتوزعها مثل المنشور ضد السلطة وتظل تنتظر صدورها إذا ما تأخرت أو تعطلت لسبب من الأسباب.

وكان ذلك مدعاة للمزيد من الغضب وكان ثمة في جانب آخر صحف تنشط محسوبة على رابطة الشباب منها صحيفة الاستقلال على سبيل المثال. الرابطة التي يشجعها الباشا وآخرون في مواجهة الجمعية ونشاطها الكبير.

وثمة صوت آخر له إيقاعاته وموسيقاه هو صوت الشعر الذي رافق مراحل الصراع وأضحى شكلا من أشكاله.

كانت القصائد تلقى في مناسبات الجمعية وتنشر في صحيفتها إضافة إلى ما يتطاير بين حين وآخر من غمز وسخرية عبر الشعر العامي الذي كان له التأثير البالغ والترحيب من الناس في كل الأوقات.

صوت الشعر هذا كان يتكفل به ويشتهر ممثلا في الشاعرين أحمد رفيق المهدوي وإبراهيم الأسطى عمر.

دخلا المعركة برصيدهما الشعري والوطني وحضورهما الاجتماعي باعتبارهما شاعرين كبيرين يُفتخر بهما ويجد هوى في نفوس العديدين خاصة أوساط الشباب والطلاب. ثم باعتبارهما في جانب مواز ينتميان بالعضوية والتعاطف إلى الجمعية في كل الأحوال.

تناغمت موسيقى الشعر وتفعيلاته مع مقالات الوطن ومظاهرات الجمعية وتحركاتها. الشعر ظل من أصوات معركة الجمعية مع الحكومة والإدارة في وقت واحد.

تميزت أغلب القصائد من الشاعرين وغيرهما ممن يدور في نفس الفلك بهجائية وحدة أكثر منها بدعوة للنقد أو الإصلاح والتغيير، ونالت في الواقع من الحكومة وشخص رئيسها عدة مرات وفي مناسبات متعددة وصار لها حفاظٌ ورواة يرددونها بلا انقطاع.

وكان يلاحظ عبر هذا التاريخ للشعر السياسي في ليبيا عبر تلك الفترة وجود علاقات اجتماعية تتسم بالود والتقدير بين الشاعرين والباشا عمر، فقد كانت بينهما زيارات ولقاءات والخلافات لا تفسد للود قضية كما يقال.

وعلى سبيل المثال الشاعر الأسطى عمر كان عندما يأتي من درنة يقوم بزيارة الباشا في بيته ببنغازي وهو، أي الأسطى عمر، ينتسب في الأساس إلى كراغلة درنة بالانتماء العائلي ويلتقي مع الباشا في ذلك بطريقة أو بأخرى وإن كانت بعيدة!

وقد سبقت معاركه ومصاولاته الشعرية مع الباشا ما حدث بينه وبين الحاج رشيد الكيخيا أخ الباشا في مارس 1946 حين نشر رأيا سياسيا بعنوان (رأي حر) يخالف رؤية الشاعر وتتعلق بالوحدة الوطنية التي يعتبرها أعضاء الجمعية مبدأ لا يمكن التراخي فيه.

فهم الأسطى عمر من خلال ثنايا المقال أن الوحدة خطوة لم يحن وقتها وهو الذي يرى أنها ضرورة تستدعي الدفاع عنها بكل ضراوة. وكان الرد بصوت الشعر قاسيا وحادا. استهله الشاعر بالقول:

أهيل الرأي هل أنتم رقود … ألم يبلغكم الرأي السديد
قرأنا في الجريدة رأي حر … فأزعجنا ودار بينا الصعيد
تحدث مغرضا وأتى برأي … وأحسب أنه رأي جديد
يفرق وحدة القطرين عمدا … ويزعم أن برقة لا تريد
فقلنا والأسى يقضي علينا … أهذا الرأي رأيك يا رشيد
أهيل الرأي هل رجل رشيد … يفند ما يقول به رشيد
ويثبت أن هذا الرأي سخف … وكان لنشره وقع شديد
زعمت بأن برقة للسعادي … وقد فهم السعادي ما تريد
فمن فينا الغريب هداك ربي … ومن منا القديم أو الجديد
فهل فينا الزنوج ومن تراه … وهل فينا الأعاجم والعبيد
وهل في شرعة الأوطان رأي … يقسم أهلها: بيض وسود
فمنا رحل سكنوا البوادي … وقد سكن الحواضر من يريد
وكنا وحدة حتى غلبنا …. وفرق شملنا الخصم العنيد

ومضت هذه المصاولة في طيات التاريخ وكانت لها ظروفها الخاصة ولم تحدث أي شروخات في احترام وتقدير الرجلين لبعضهما وقد كان الحاج رشيد الكيخيا في كل الأحوال رجلا وطنيا له حضوره وشخصيته الفاعلة.

هذه القصيدة كانت هي البداية لشعر الأسطى عمر في معاركه السياسية الشعرية. بدأت مع الحاج رشيد وانتهت لتستمر مع أخيه الباشا عمر عقب توليه رئاسة الحكومة إلى أن ختمها بقصيدته المشهورة:

وداعا سيدي الباشا.. وداعا… فبعدك ألهب النفس التياعا
وتركك للوزارة تحت ضغط … يعز على الجماعة أن يشاعا
وتلك خسارة لا شك فيها … وركن للمصائب قد تداعى

وهي طويلة.

وعلى سبيل المثال أيضا ظلت علاقة الشاعر رفيق بالباشا تتسم في كل أوقاتها قبل ملابسات السياسة وخلالها بالتقدير كذلك.

في عام 1946 وردت للشاعر رسالة رقيقة من الباشا نصها:

(حضرة الشهم الفاضل الأديب النجيب السيد رفيق بك المهدوي المحترم. سلام الله الكريم وبعد. يا ليتني كنت شاعرا فأشكرك نظما ولكن جرت عادة الله في خلقه قلما يكون للإنسان ما يحب ويرغب. أشكرك شكرا جزيلا يا سيدي على أبياتك اللطيفة الجميلة في معناها ومبناها والتي قبل كل شيء تعبر على نبل نفسك وسموها حيث جاء في الخبر الصحيح المرسل – استعظم ما أتاك من المعروف ولو كان صغيرا واستصغر ما فعلت منه ولو كان كبيرا – وهكذا علو نفسك سولت إليك ما أنفقت ونظمت من اللؤلؤ ولا شك كل إنسان ينفق مما عنده ولا يعرف الفضل إلا ذووه).

.. لكن السياسة تدخل على الخطوط وتقطع مجاري الأنهار لتصب بعيدا وتفسد الود وتبدله بالاختلاف والخلاف والمزيد من التقاطع.

وكان هناك المزيد من الشعر والهجاء من رفيق في وجه رئيس الحكومة ومستشاريه.

شكل ذلك حالة من الضيق والتبرم ومع تزايد الفجوات وانهيار السدود وفي محاولة للتضييق على الكلمة شعرا ونثرا فكرت الحكومة في إصدار قانون للمطبوعات. ومعه زادت التقاطعات والأقاويل.

وكان الأمير غير بعيد من هذا الذي يجري ويدور. طلب التوضيحات بشأنه ولم يتأخر الباشا في التوضيح دفاعا عن القانون المنتظر وسط تلك الأجواء. واقتربت مع ذلك أيام سقوط الحكومة.
