كثيرا ما يجد الإنسان نفسه في حيرة من أمره عند الحديث عن بلده ومسقط رأسه لما لهذا الحديث من خصوصية وحساسية تجعله ينزع بدون أدنى شعور إلى تعداد مزاياه ومحاسنه متغاضيا عما فيه من مساوئ ومن علات.
لكن أجد نفسي مجبرا في هذا المقال للحديث عن خلاف هذا المذهب المعتاد حيث ستحاول الأسطر القادمة إبراز الواقع السيء الذي يعيشه سكان هذا البلد الطافي على بحيرة من النفط والغاز!
وفي البداية فإن ليبيا التي أقصدها هي تلك الدولة التي أنشئت في العام 1952… الدولة الوطنية التي تجمع بين حدوها أكثر من 7 ملايين نسمة بغض النظر عن النظام الحاكم فيها سوء كان ملكيا أو جمهوريا أو جماهيريا أو نظام ما بعد 17 فبراير.
ليبيا التي تملك مقدرات كبيرة كان من الممكن أن تمكنها من القيام بخطط تنموية واسعة النطاق وتنقلها إلى مراتب متقدمة في مختلف قطاعات الخدمات كالتعليم والصحة والمواصلات والاتصالات إضافة إلى البنى التحتية.
هذا البلد للأسف يرزح اليوم تحت أصوات المولدات إثر انقطاع التيار الكهربائي لساعات طويلة مع وضع سيء للشبكة الكهربائية سواء في قطاع التوليد أو قطاع النقل!
ليبيا التي بدأت دولتها الحديثة منذ خمسينيات القرن الماضي لم تذكر السنة في مؤشر جودة التعليم؛ لأنها وبكل بساطة خارج التصنيف العالمي وتعليمها بكل مستوياته فاقد لكل معايير الكفاءة والمهنية.
ليبيا التي يصل عمر الدولة الوطنية فيها لأكثر من 70 سنة لا يلبي النظام الصحي فيها ولو جزء من معاناة سكانها مما يدفعهم للسفر شرقا وغربا بحثا عن العلاج
النظام الإداري فيها يعج بالوظائف بأكثر من 2.7 مليون موظف في الوظيف العامة ولازالت الدوائر الحكومية تتعامل بالدور المستندية الورقية – البيروقراطية – في أبشع صورها حيث يضطر الراكب مثلا من درنة في أقصى الشرق للسفر برا أو جو لطرابلس في أقصى الغرب بمسافة 1300 كيلومتر للحصول على شهادة مرتب!
النظام القضائي والعدلي أصابه ما صاب غيره من قطاعات الدولة وكذلك الأمر بالنسبة لقطاع الاتصالات والمواصلات والبنى التحتية وغير ذلك من قطاعات الدولة.
فعلى سبيل المثال قطاع المواصلات يفتقر للبنى التحتية للمطارات والطرق السريعة وسكك الحديد في بلد مترامي الأطراف يوصف بأنه قارة.
ولك أن تتخيل أن القطار الذي كان يشتغل في ليبيا منذ زمن الدولة العثمانية ومن بعدها الاحتلال الإيطالي وبدايات المملكة الليبية بين بعض المدن قد توقف عن العمل منذ 60 سنة أو أكثر.
بينما لا يوجد في ليبيا اليوم حاليا شيء يسمى بالقطار أو السكك الحديدية على الرغم من وجود جهاز مكلف بإنشاء سكة للحديد منذ سنوات عدة
ولك أن تتصور أن هذا البلد النفطي لا يمتلك محطات معالجة للصرف الصحي ولا مصانع لإعادة تدوير القمامة حيث تفرغ مياه المجاري في البحار وتجمع القمامة في ضواحي المدن لتحرق!
ليبيا بكل هذا الواقع المرير في جانب الخدمات وقعت في زمن التعددية السياسية بعد ثورة فبراير في فخ الاستقطاب والتقسيم الفكري والتحزب الأيدلوجي دون أي مبرر.
على الرغم من عدم وجود مبرر– في وجهة نظري الخاصة – إلى تقسيم “الليبيين” إلى إسلامي وعلماني وليبرالي وقومي إلخ، لأن المجتمع الليبي يمتلك خصوصية تجعله مختلفا عن عدد من المجتمعات بالمنطقة فهو مجتمع محافظ متجانس.
وبينما لاتزال التجربة الحزبية وليدة وغير قادرة على إدارة الواقع المؤلم والمعقد
لا تزال تمثل القبلية والجهوية عاملا مهما في تشكيل انتماءات وتحركات وولاءات الواقع الليبي.
كل هذه المعطيات تجعل من الباحث في الشأن الليبي والمتأمل في تفاصيله يدرك بكل سهولة أن ما يجب على الليبيين القيام به هو التركيز علي زيادة الوعي وإطلاق مشاريع للتنمية.
وأقصد بالوعي الشعور بأهمية وضرورة التعددية السياسية والفكرية وقبول الآخر بما يهيئ المناخ وبلا شك لركوب قطار الديمقراطية ويسهم في إنتاج سلطة راشدة فكما قال شاعر النيل حافظ إبراهيم رأي الجماعة لا تشقى البلاد به لكن رأي الفرد يشقيها
أما ما أعنيه بالتنمية فهو الإسراع بإطلاق مسار البناء والتطوير والتحديث والعمل في مجالات الكهرباء والمطارات والطرق والحكومة الالكترونية والاقتصاد والتعليم والصحة والابتعاد عن الاستقطاب الفكري والصراعات الوهمية التي لن تنفع المواطن ولن تحل أيا من مشكلاته العويصة.
عندها فقط سيكونون مؤهلين للانضمام للعالم الذي يعيش في العام 2022، ولا يستمروا في وضعهم الحالي الذي يشبه العيش في العصور الوسطى أو عصور ما قبل النهضة حيث لا كهرباء ولا تكنولوجيا ولا أي شيء.
