التنظيمات والتيارات السياسية في الجيش الليبي في العهد الملكي

عندما قامت أول انتخابات برلمانية بالبلاد سنة 1952م، وقعت أحداث دامية في كل من طرابلس وبنغازي وصبراته والعجيلات وترهونة سقط على أثرها عدد من أبناء الشعب الليبي برصاص رجال الأمن وأبعدت قيادات الأحزاب السياسية إلى خارج ليبيا وصدر قرار بحل جميع الأحزاب والجمعيات وحظر تشكيلها فانتهت بذلك مرحلة من أهم المراحل في تاريخ العمل السياسي المنظم والمعلن في ليبيا، ومهدت الطريق لتكوين التنظيمات والحركات السرية في البلاد ومنها تلك التي تكونت داخل الجيش الليبي والتي سوف تعرض هذه المقالة لأبرزها والخلفيات التاريخية والعوامل التي ساهمت في تكوينها.خلفية تاريخية:

تعرضت ليبيا كأي بلد من بلدان العالم الثالث إلى ظروف سيئة على المستوى السياسي والاجتماعي والاقتصادي فلم تعرف ليبيا الاستقرار إلا لفترات محدودة، فكانت دائماً معبراً للغزاة ومسرحاً لصراعاتهم، كما شهدت ليبيا حقباً طويلة من المجاعة والقحط وانتشار الأوبئة والأمراض المستوطنة وحرمان أبنائها من التعليم.

كل ذلك خلق ظروفاً ساهمت في تخلف التجربة السياسية ومفهوم العمل السياسي، وكان هَم أغلب التجمعات السياسية التي ظهرت في فترة الأربعينيات وبداية الخمسينيات تحقيق الاستقلال بعد انتهاء الحرب العالمية الثانية دون النظر إلى ما بعد الاستقلال، الأمر الذي جعل من السهل على النظام الملكي أن يقضي على هذه التجمعات ويخلي الساحة منها نهائياً.

وبعد إنتهاء الحرب العالمية الثانية وطرد قوات المحور منها شهدت الساحة الليبية صراعاً سياسياً متدفقاً زاخراً يسعى للخلاص من المستعمر متطلعاً ليوم التحرير وتحقيق الاستقلال ووحدة البلاد؛ وعاشت ليبيا جواً من التفاعل الديمقراطي والعطاء الفكري والسياسي، شكل رصيداً مشرفاً لحركة النضال الليبي على امتداد تاريخه.

وتوج هذا الجهد باستقلال ليبيا يوم 24 ديسمبر 1951م، وأقيمت دولة دستورية مستقلة ذات سيادة تكفل إقامة العدالة والحرية والمساواة والخير للجميع.

إلا أن هذه النوايا الطيبة والأماني الحسنة التي طالما انتظرها أبناء الشعب الليبي وكافح في سبيلها سرعان ما اصطدمت بتركيبة المجتمع الليبي التي اعتمدت على التوازنات القبلية والارتباط العشائري والتبعية الاقتصادية والسياسية.

وعندما قامت أول انتخابات برلمانية عايش الضباط الذين أرسلوا في بعثات عسكرية إلى العراق ومصر أحداثاً عظيمة هزت الوطن العربي من أعماقه، وتفتحت أفكارهم على مختلف التيارات السياسية التي كانت تعج بها المنطقة … وعاد هؤلاء إلى ليبيا، وشرعو في نشر تلك الأفكار والمفاهيم داخل المؤسسة العسكرية، ساعدهم في ذلك المناخ السياسي العام في ليبيا.

البلاد سنة 1952م، وقعت أحداث دامية في كل من طرابلس وبنغازي وصبراته والعجيلات وترهونة، سقط على أثرها عدد من أبناء الشعب الليبي برصاص رجال الأمن، وأبعدت أو لجأت بعض قيادات الأحزاب السياسية إلى خارج الوطن، إلى مصر أو تركيا وتونس، نذكر منهم الشيخ الطاهر الزاوي، مصطفى بن عامر، أحمد زارم، كمال فرحات، بشير السعداوي، وعدد آخر من القيادات الحزبية، كما صدر على إثر ذلك قرار بحل جميع الأحزاب والجمعيات وحظر تشكيلها، فانتهت بذلك مرحلة من أهم المراحل في تاريخ العمل السياسي المنظم والمعلن في ليبيا، ومهدت الطريق لتكوين التنظيمات والحركات السرية في البلاد ومنها تلك التي تكونت داخل المؤسسة العسكرية والتي نحن بصددها في هذا المقال.

بداية تشكيل القوة العسكرية:

عندما أعلنت إيطاليا الحرب سنة 1940م، على بريطانيا وكانت ليبيا تحت الإحتلال الإيطالي، ألفت قوة من الليبيين الموجودين بالمهجر (مصر) أطلق عليها إسم (القوة العربية الليبية) وصل كادرها إلى أربعة كتائب مشاة وأسندت قيادتها إلى كولونيل من الجيش البريطاني يدعى (بروميللو) وعاونته مجموعة من الشباب الليبي في المهجر ممن أسندت لهم بعد الاستقلال مهمة تأسيس وقيادة قوات الأمن (دفاع برقه) والجيش الليبي.

وقد شاركت هذه القوة في معارك الصحراء مع قوات (ويفل) وفي عمليات الدفاع عن مدينة طبرق أثناء حصارها الطويل من قبل قوات (رومل) سنة 1941م، كما شاركت عناصر منها في مفارز العمليات الصحراوية التي كانت تعمل خلف الخطوط الإيطالية، وفي فبراير 1942م، ساهمت هذه القوة في الهجوم الكبير الذي قام به الحلفاء على قوات المحور حيث تم دحرها وطردها من (برقة) وطرابلس.

وعقب الاستقلال مباشرة صدر مرسوم ملكي بتشكيل الجيش، وأسندت مهام تأسيسه إلى ثلة من الضباط الذين ساهموا في القوة العربية الليبية، وكان على رأسهم اللواء السنوسي لطيوش واللواء نوري الصديق إسماعيل والعقيد جبريل صالح خليفة، والعقيد مصطفى القويري، الذين رفعوا إلى الرتب المذكورة بعد الأستقلال.

ودرءاً للمخاطر التي أعقبت تأسس بعض الجيوش العربية في تلك الآونة كالأردن مثلاً حيث سيطر (جلوب باشا) على الجيش سيطرة كاملة، تقرر الاستعانة بضباط من الجيش العراقي ومن الجيش التركي من ذوي الأصول الليبية، لإعداد وتدريب كوادر الجيش الليبي، فكان من العراق اللواء الركن عادل أحمد راغب والعقيد الركن داوود سليمان الجنابي والمقدم كاظم مرهون الغتلي وصالح شلال وغيرهم، ومن تركيا العقيد عمران الجاظرة وهو من عائلة الجاظرة الموجودة بدرنة، وتأسست أول كتائب الجيش الليبي وهي: (كتيبة إدريس الأول) (وكتيبة عمر المختار) (والكتيبة الثالثة).

وبموجب الاتفاقيات والمعاهدات التي أبرمت مع الدول الشقيقة والصديقة كالمعاهدة البريطانية 29 يولية 1953م، والأمريكية في سبتمبر 1954م، أرسلت البعثة الأولى إلى الكلية الحربية المصرية 1951م، وألحقت بها بعثة ثانية في بداية سنة 1952م، ولكن الحكومة الليبية قررت سحبها في بداية 1953م، بعد قيام الثورة المصرية في 23 يوليو 1952م، خوفاً من المد الثوري الناصري وتحولت وجهة البعثات العسكرية إلى المملكة العراقية وتركيا، وفي بداية الستينات أرسلت البعثات العسكرية إلى اليونان وأمريكا وبريطانيا، وتم إنشاء سلاح الطيران وسلاح البحرية، وأنشئت مقرات الأركان التابعة لها.

عوامل ومؤثرات:

لقد عاصر الضباط الذين أرسلوا في بعثات عسكرية لكل من مصر والعراق في الخمسينيات أحداثاً عظيمة هزت الوطن العربي من أعماقه، مثل قيام ثورة 23 يوليه 1952م، في مصر، التي أطاحت بنظام الملك (فاروق) وثورة العراق التي أطاحت بنظام الملك (فيصل) في 14 تموز يوليه 1958م، كما أمكن لهم أن يعايشوا عن كثب الانقلابات والانقلابات المضادة بالعراق كثورة (الشواف) بالموصل 1959، وشاهدوا بأم أعينهم ما صاحبها من حمامات دم وإعدامات بالجملة واعتقالات واسعة في صفوف العسكريين، مثل محكمة (المهداوي) التي اهتز ضمير الأمة العربية لفضائعها وسرعة صدور أحكامها.

لقد عايش هؤلاء الضباط تلك الأجواء الساخنة المليئة بالتحديات للاستعمار وأعوانه، وتفتحت أفكارهم على مختلف التيارات السياسية التي كانت تعج بها المنطقة العربية، مما كان له الأثر العميق في بلورة أفكارهم، شأنهم في ذلك، شأن الشباب الليبي الذي أوفد في بعثات دراسية إلى مصر والعراق وبيروت.

وعاد هؤلاء إلى ليبيا، قبل نهاية الخمسينيات، وانتشروا داخل كتائب وقطاعات الجيش المختلفة، وكان أهمها (الكلية العسكرية الملكية) ببنغازي (التي لعبت دوراً مهماً وحاسماً في تغيير دفة الأوضاع برمتها في ليبيا فيما بعد)، وشرعوا في نشر تلك الأفكار والمفاهيم داخل المؤسسة العسكرية، ساعدهم في ذلك المناخ السياسي العام في ليبيا وبرز التيار القومي في المنطقة العربية والإعلام المصري الصاخب المحرض.

المؤسسة العسكرية التي كانت تتحرك تحت ستار كثيف من الحذر والكتمان،كالتيار الناصري الذي بدأ طاغياً ومسيطراً على الساحة داخل المعسكرات، ويليه التيار البعثي ثم اليساري والذي كان محدوداً جداً، ولم يكن يعرف للتيار الإسلامي أثر يذكر داخل الجيش بالرغم من نشاطه الملحوظ بين الأوساط المدنية.ومن الملفت للنظر أن هذه التيارات والتنظيمات لم تستطيع أن تؤسس أية إتصالات جادة مع نظيراتها بين المدنيين، وحتى إن وجدت فهي علاقات شخصية من قبل أفراد دون تقرير ذلك إلى قيادة التنظيم، ولعل السبب الرئيسي يكمن في خطورة الاتصال مع المدنيين، بسبب الرقابة الشديدة التي كانت مضروبة حول تحركات الضباط، وللأوامر والتعليمات التي تمنع أية إتصال أو احتكاك بالتجمعات المدنية مهما كان نوعها إلا بعلم رئاسة أركان الجيش العامة وأجهزة أخرى داخل الجيش وخارجه.

ظلت هذه التيارات والتنظيمات تعمل سراً داخل الثكنات وتتحرك بحذر شديد وفي حدود ضيقة جداً وكانت مقتصرة على الضباط فقط، ولم تمارس هذه التنظيمات أي نشاط علني يذكر سوى تحرك بعض العناصر برتبة رواد التي قامت بأعمال تخريبية بمدينة (طرابلس) أثناء حرب 5 يونيو 1967م، أو ذلك التذمر والتململ الذي حدث بمعسكر (البركة) بمدينة بنغازي خلال مظاهرات الطلبة في يناير 1964م، وقيام (القوة المتحركة) بضرب الطلبة والمواطنين، مما دعى مجموعة من الضباط إلى ترك معسكر (البركة) (كنت أنا من بينهم والرائد عمر شنشن والرائد جمعة العروش والمرحوم عمر سعيد سليم) والتوجه إلى مستشفى (بنغازي) لزيارة الطلبة المصابين وإظهار وقوفنا معهم في محنتهم، بالرغم من الأوامر الصارمة بعدم الخروج من المعسكرات بعد انتهاء ساعات الدوام، واضطر الفريق (محمود أبوقويطين) قائد قوات الأمن، إلى الحضور شخصياً لأول مرة إلى معسكر (البركة) للإجتماع بضباط الجيش بالمنطقة، وطلب منهم التزام معسكراتهم وعدم إثارة البلبلة أو ترديد إشاعات، وقد قوبلت كلمته من الضباط بعاصفة من الغضب والتعليقات ترك بعدها المعسكر دون أن ينهي حديثه، وأسدل الستار بالكامل على هذه الواقعة وكأنها لم تحدث، ولعل هذه صورة من صور التساهل الذي عرف عن العهد الملكي والذي بقدر ما هو طيب فهو خطير على أمن البلاد.

حركة لطيوش:

كان اللواء (السنوسي لطيوش) رئيس أركان الجيش الليبي، ذو شخصية قوية ومثيرة، وكان مهتماً بالشؤون العامة، مطلعاً على أمور البلاد، يجهر بكلمة الحق ولا يخاف لومة لائم في مجالسه الخاصة التي كانت تؤمها كل الفئات من أبناء الشعب، وكان له في نفس الوقت خصوم أشداء في قوة الأمن يخافون على النظام منه بسبب شعبيته المتزايدة.

وفي سنة 1960م، أقيل من منصبه فجأة بعدما ترددت أنباء عن عزمه السيطرة على أمور البلاد وذلك عن طريق اعتقال الملك ورجال حاشيته وحكومته في احتفال كان سيقام في معسكر مدينة (المرج) يقوم فيه ضباط المنطقة وخريجو الدفعة الثانية للكلية العسكرية الملكية بأداء القسم أمام الملك، غير أن الاحتفال ألغي بعد تدريبات طويلة.

وفي حركة غير مدروسة قامت مجموعة من الضباط الموالين لرئيس الأركان المقال باحتجاج علني وقاموا بتحركات داخل الجيش لإرغام القصر على التخلي عن قراره ولكن لم يجدوا أي إسناد يذكر من قبل الجيش وقيادته، كان من بينهم الرائد فرحات العماري، مدير الإدارة العسكرية، والرائد عبد الوهاب العاشق، آمر البوليس الحربي، والنقيب السنوسي شلوف، مدير النقليات، والنقيب مفتاح العبار، صنف المشاة، والنقيب على لطيوش صنف المشاة، والنقيب سالم المهدي الفرجاني صنف مشاة.

وقد تم اعتقال هؤلاء الضباط وأحيلوا على محكمة عسكرية قضت بسجنهم لمدد تتراوح ما بين 3 سنوات و6 سنوات، ثم طردوا من الجيش كعقوبة تبعية أما اللواء (لطيوش) فقد لزم بيته، ثم عين في وقت لاحق وزيراً للمواصلات ولم يعرف عن هذه المجموعة أي انتماء سياسي معين – وإن كانوا متأثرين بأوضاع المنطقة والتغيرات العنيفة التي حدثت بها – بل يعتبرون من التيار التقليدي الذي حكم البلاد في بداية الاستقلال.

تنظيم الشلحي:

هذا التنظيم مؤسس على العلاقات الشخصية بين العقيد الركن (عبد العزيز الشلحي) وبعض الضباط من خريجي الدفعة الأولى والثانية من (الكلية الحربية المصرية) وعدد آخر من الضباط الذين كان لهم ارتباطاً خاصاً بـ(الشلحي).

كان (الشلحي) قومي التوجه، يتمتع بأخلاق عالية وكفاءة عسكرية، وله مكانة خاصة لدى الملك (إدريس) ويحترمه رجال الحاشية والحكومة، وكان الملك يوفده في مهام خاصة الى القيادة المصرية، وتولى مهام تقديم الدعم المباشر للمجهود الحربي في بداية حرب الاستنزاف، وكان ذلك الدعم خارج نطاق اتفاقيات الجامعة ومقررات القمة العربية.

كان الإنطباع السائد في بعض الأوساط العسكرية والمدنية أن الملك (إدريس) زاهد في السلطة، وأنه يخطط للتنازل للعقيد (الشلحي) وكان الملك قد أبدى في أكثر من مناسبة تأييده لفكرة التحول من النظام الملكي إلى الجمهوري، وأصدر مرسوماً ملكياً يمنع فيه أفراد عائلته من تولي مناصب سياسية، كما كان الملك مدركاً أن هناك صراع شديد على ليبيا بين بريطانيا من جهة وأمريكيا من جهة أخرى، وقد زادت حدة الصراع بعد اكتشاف النفط في بداية الستينيات، وحدثت سلسلة من الحوادث الدامية والغامضة نتيجة لهذا الصراع راح ضحيتها العقيد (ادريس العيساوي) الضابط الكبير بالجيش آنذاك، وناظر الخاصة الملكية (البوصيري الشلحي) ورغم الصراع، إلا أنه كان بين القوتين شبه إجماع على أن النظام الملكي في ليبيا لا يمكن ولا يجب له أن يستمر. ومما رسخ الإعتقاد بأن العقيد (الشلحي) هو المرشح لتسلم السلطة أن الملك قام خلال سنة 1968م، بجولة زار خلالها كل مناطق البلاد، ولوحظ خلالها حرص شديد على أن يظهر (الشلحي) بجانب الملك في كل لقاءاته، مما لفت نظر الأوساط المدنية والعسكرية والدبلوماسية.

وفي سنة 1969م، ترأس الشلحي لجان إعادة تسليح الجيش وتطويره وترأس لجنة المشتريات الخاصة بإقامة شبكة للدفاع الجوي من بريطانيا، تلك الصفقة التي كانت القيادة المصرية تتابعها عن كثب وتتمنى إنجازها لعلمها بفائدتها العسكرية للمنطقة على المدى البعيد.

لقد كانت كل الفرص في تلك الآونة سانحة للعقيد (عبد العزيز الشلحي) ليستلم السلطة بطريقة التنازل لو سارت الأمور حسب ما خطط لها، كما كان يمكن للعلاقات الشخصية بين النظام المصري والعقيد الركن (عبد العزيز الشلحي) أن تؤمن الإسناد اللازم إذا لم يتم التنازل من قبل الملك (إدريس) وربما كانت هذه العلاقة أحد الأسباب التي جعلت العقيد (الشلحي) بديلاً غير مناسب في نظر بعض القوى الدولية.

لقد فوتت الفرصة بالكامل أمام عائلة الشلحي وأبعدت بالكامل عن مناطق التأثير ليفسح المجال أمام عناصر أخرى جديدة لتلعب الدور الجديد المرسوم لليبيا في المنطقة.

تنظيم الدفعة 19 (الكلية العسكرية العراقية):

تنظيم قومي التوجه يضم بداخله عناصر بعثية نشطة تتمتع بخبرة وتجربة سياسية لا بأس بها، وينتشر ضباطه برتبهم الكبيرة نسبياً في قيادات الكتائب والصنوف الفنية ومدارس الجيش إلا أنه لم تكن للتنظيم قواعد جيدة داخل الوحدات الفعالة (المشاة) والتي يمكنها أن تقوم بالجهد الرئيسي في تغيير، وذلك بسبب الانعزال والحذر الشديد في التعامل مع الأخرين، ويعزى ذلك إلى التجربة التي مروا بها طيلة إقامتهم بالعراق ومعاصرتهم لتلك الأحداث الدامية، كما أن حساباتهم كانت مبنية على أساس أن مناصبهم ومواقعهم القيادية ستؤهلهم حتماً للإمساك بزمام الأمور في الوقت المناسب، ومن جهة أخرى لم يكن هناك قبول لهم من جهات داخلية وخارجية.

لم تكن لهذا التنظيم قيادة أو رئيس واضح ولكن يمكن ذكر أسماء بعض هؤلاء الضباط، وهم (العقيد الركن فوزي الدغيلي، مدرسة المشاة، والعقيد احمد فوزي هلال، صنف الهندسة، والعقيد محمد سعد جبريل، صنف الهندسة، والعقيد محمد الهلالي، الهندسة الآلية الكهربائية، والعقيد عمر الهادي شنشن، الهندسة الآلية الكهربائية، والعقيد رمضان عبد الكريم إغريبيل، صنف المخابرة، والعقيد جلال الدغيلي، الكلية العسكرية الملكية ببنغازي، والعقيد صالح السنوسي، صنف المشاة، والمقدم على العوكلي، صنف المشاة.

تنظيم الرواد:

تعتبر هذه المجموعة بمثابة تيار ناصري التوجه أكثر من كونها تنظيماً، وجميع عناصرها من خريجي الدفعتين الأولى والثانية (الكلية العسكرية الملكية) ببنغازي عدى بعض الرتب بدرجة مقدم التي انضمت إلى هذا التيار في وقت لاحق، وترأس هذا التيار الناصري المقدم (المكي ابوزيد) وهو أحد الضباط الذين تخرجوا من (الكلية العسكرية العراقية)، ونظراً لرتبهم المتوسطة داخل السلسلة العسكرية فقد تمكنوا من تأسيس اتصالات مع تنظيم الدفعة (19) من خريجي (الكلية العسكرية العراقية)، وتنظيم (الضباط الوحدويين الأحرار) (الملازمين).

وقد لعب الضباط التابعون لهم لمديرية الاستخبارات العسكرية دوراً هاماً في توصيل المعلومات إلى قيادة التنظيم عن تحرك أجهزة الأمن في مناطقهم مما أوجد صعوبة في تتبعهم ومراقبة نشاطهم.

ولم تكن لدى هذه المجموعة خطط وبرامج مدروسة تمكنها من القيام بأي حركة في تلك الآونة بالرغم من عددها الكبير، إلا أنها كانت حريصة على أن لا يتم إسقاط النظام من قبل مجموعة (عبد العزيز الشلحي) وقد أودعت عناصر هذه المجموعة السجن في الأيام الأولى لحركة سبتمبر 1969م، ولم يفرج عن بعضهم إلا سنة 1988م فيما يعرف بـ( أصبح الصبح) الذي حطم القذافي فيه السجن.

تنظيم (الضباط الوحدويون الأحرار) الإنقلابي

كان هذا التنظيم في بداياته قومي ناصري التوجه وجميع عناصره من خريجي (الكلية العسكرية الملكية) ببنغازي، من الدفعات السابعة والثامنة والتاسعة والعاشرة والحادية عشر، وكان أول تنظيم يضم تشكيلته مجموعة من ضباط الصف لهم ارتباطات قبلية وعائلية بالقذافي وجلود وغيرهم من الضباط (الوحدويين الاحرار).

لقد كان هذا التنظيم أكثر انتشاراً في أوساط الجنود وضباط الصف وله سيطرة مباشرة عليهم وعلى المعدات والاسلحة الخفيفة بحكم الرتب الصغرى للضباط المشرفين عليه، وكان في استطاعته أن يمد شبكته الى مؤسسات الأمن في البلاد وبالذات (القوة المتحركة) بمنطقة (قرناده) بالجبل الأخضر.

وقد استفاد من عناصر الاستخبارات العسكرية بتنظيم الرواد، فكان تحركهم بناء على معلومات تصلهم عن حالة الأمن ودرجة الاستعداد حيث كانت توزع المناشير التي تحث على التحرك والتمرد.

وباختصار كان لهذا التنظيم خطة عملية مدروسة ومتفق عليها وجرأة في التنفيذ، وهو ما كانت تفتقر إليه بعض التنظيمات الأخرى، كما استفاد من المعطيات القائمة آنذاك ووظفها في الوقت المناسب لصالحه، وهناك أموراً كثيرة أخرى لا يتسع المجال لذكرها، وقد يأتي الوقت – الذي نرجوا أن لا يطول – الذي يستطيع فيه آخرون الإفصاح عما يعرفونه عن حركة سبتمبر 1969م.

وفي الختام،

أرجو أن أكون قد أعطيت صورة مختصرة تفيد القارئ وتعينه على معرفة ما كان يجري داخل المؤسسة العسكرية أبان العهد الملكي منذ الاستقلال سنة 1952م، إلى سنة 1969م، وهي فترة ليست بالطويلة لإعداد التنظيمات السياسية داخل الجيش لكي تؤدي دوراً سياسياً في المجتمع، فهذه التنظيمات كانت في بداياتها بالفعل، وكان لابد لها أن تستمر وتلتقي مع التيارات الموجودة على الساحة الليبية في تلك الفترة حتى يكتب لها النجاح، ولكن يبدو أن هناك قوى أخرى كان لها مصالح في أن يقع تغيير لا إرادة لنا فيه.

وبالرغم من قناعتي بأهمية دور المؤسسة العسكرية في التغيير إلا أنني أؤكد أن هذا الدور يجب الا يتعدى إنقاذ البلاد وتسليم أمورها لمؤسسات الشعب الدستورية. أي حماية الوطن وحدوده وحماية الدستور الذي ارتضاه الشعب فقط .

وتم تشكيل مجلس تحقيقي عسكري برئاسة العقيد الركن (فوزي الدغيلي) والعقيد (طاهر أبوقعيقيص) والمقدم (عمر الهادي شنشن) وضباط آخرون. كما شكل مجلس تحقيقي آخر من قبل وزارة الداخلية برئاسة المقدم (محمد المنصوري) ولم تصل هذه المجالس إلى نتائج تذكر ، وخصوصاً المجلس العسكري، نظرًا للصعوبات والعراقيل التي واجهته، فقد تعذر أخذ أقوال الطبيب العسكري الإنجليزي والممرضات اللاتي أشرفن على (العيساوي) حيث تم نقلهم خارج البلاد مباشرة بعد الحادثة.

أما التحقيق الخاص بالداخلية فلم يستكمل هو الآخر. فبعد اتخاذ رئيس المجلس التحقيقي، المقدم (المنصوري) بعض الخطوات في إطار التحقيق تم إيقاف المجلس التحقيقي. وبعد فترة وجيزة، وفي خطوة مفاجئة عين المقدم (المنصوري) سفيراً لليبيا لدى بريطانيا، وقد أثارت هذه الخطوة الاستغراب حيث لم يعهد من قبل تعيين ضباط الشرطة في مناصب سياسية أو دبلوماسية.

لقد كان (البوصيري) شديد المراس، يرهبه الوزراء الذين كانوا يطلقون عليه لقب (وزير البلاط). وقد تولى منصبه في فترة هامة تميزت بتعاقب الحكومات، بداية من حكومة (عثمان الصيد) مروراً بحكومة (عبد المجيد كعبار) وانتهاءً بحكومة (محي الدين فكيني). ولم يعرف عنه أي توجه سياسي أو فكري، إلا أنه برز من خلال منصبه كشخص له تأثير ونفوذ في دوائر الحكم.
