لماذا نخضع للديكتاتور؟

كان هنالك في بلد ما سجن كبير وسجين مظلوم لا يحلم إلا بالحرية. ظلّ يحلم ويحلم لسنوات طويلة حتى فقد الأمل. لكن حدث شيء غريب ذات صباح. وجد أبواب السجن مفتوحة والسجانين قد اختفوا.

هرول السجين كالمجنون واخترق باب السجن الكبير وأصبح خارج الأسوار جاهزاً لرؤية النور واستنشاق الهواء بحرية والذهاب إلى أيّ مكان يريده. لكنه توقف فجأة وفكر ملياً واكتشف أن جوّ الحرية لم يعد مناسباً له وأنه يحن إلى السجن.

وعندما عاد، وجد شيئاً عجيباً وهو أن زملاءه القدامى في الزنزانة لم يحاولوا مغادرة السجن أصلاً. وعندما اكتشف السجانون أن خطتهم نجحت تماماً قرروا أن يتركوا أبواب السجن مفتوحة واثقين أن لا أحد سيفكر في الهروب بعد اليوم.

هذه القصة المعبّرة التي كتبها شعراً الشاعر المصري “عماد أبو صالح” ربما تكون ضرباً من الخيال، لكنه خيال له أصل في الواقع ويستطيع أن يضع الشعوب التي اعتادت العيش داخل سجن الديكتاتور أمام تساؤل منطقي تماماً.

هل يخضع الناس لأن الطغاة أحكموا قبضتهم عليهم؟ أم لأنهم اعتادوا السجن ووجدوا أن الحياة بداخله هي التي تناسبهم وأن الحرية لا تصلح لهم؟

هذا التساؤل المشروع طرحه عدد من المفكرين منذ أرسطو وحاولوا الإجابة عنه بطرق مختلفة.

الخداع السياسي

تحدث الفيلسوف اليوناني أرسطو عن طريقتين تؤديان إلى ترسيخ الحكم الاستبدادي، أولاهما أن يروّع المستبد شعبه ويرهبه ويضطهد معارضيه، والأخرى أن يتّبع بعض أساليب الخداع السياسي لتجميل صورته أمام الشعب وتصدير نفسه إليه باعتباره المستبد العادل والترويج لأعمال عظيمة يصنعها له، لكنها لا تحدث في الواقع، أو حتى تضخيم أعمال حدثت بالفعل.

وأكد نيقولو ميكافيللي، صاحب كتاب “الأمير” الشهير، أن المستبد يستطيع أن يفعل بشعبه ما شاء شريطة أن يتبع هذه الآلية الثانية بدقة.

وهنالك أيضاً بعض الآليات الشهيرة في عالم السياسة كخلق عدو وهمي أو تضخيم الصورة الوحشية لعدو موجود بالفعل بهدف توحيد الناس تحت شعار “محاربة الأعداء“.

ولكن كل هذه الآليات التي تعطينا فكرة عن كيفية إخضاع الديكتاتور لشعبه المطيع لا تعفينا من السؤال “لماذا يخضع الناس؟“. ولماذا يكون بعض الناس أكثر قابلية للاستجابة لمثل هذه الآليات؟ وهل هنالك شعوب تكون أكثر استعداداً من غيرها لتقبل الديكتاتور؟

الشعوب النهرية لا تثور

يقول المفكّر جورج دبليو هالجارتين George W. F. Hallgarten، في كتابه “لماذا الديكتاتور؟” Why Dictators، أن كل الشعوب من الممكن أن تمر بتجربة الحكم الديكتاتوري إذا توفرت بعض الشروط والملابسات التاريخية والاجتماعية التي تجعلها مستعدة لتقبل فكرة الحاكم المستبد والتعايش معها.

وقد عمل بعض المفكرين على تحليل الملابسات التي أدّت ببعض الأمم إلى الدخول تحت سطوة الطغيان.

النموذج الأول من الشعوب التي خضعت للاستبداد على مدار فترات طويلة من تاريخها هو نموذج الشعوب النهرية. والجملة الشائعة في هذا الشأن هي مقولة المفكر المصري جمال حمدان: “الشعوب النهرية لا تثور“.

ويفسّر ويتفوجل نظريته بقوله إن هذه الشعوب أقامت حضاراتها على الزراعة حول مياه النهر، بالشكل الذي يجعل المطلب الأول للمزارعين هو التحكم بسير النهر وتنظيم الفيضانات العارمة وإقامة المجاري وقنوات الري.

وكانت الإمبراطوريات التي نشأت في هذه البلدان تقوم على فكرة أن يقوم الملك بالتحكم في هذه الأمور، ويضمن بذلك ولاء السواد الأعظم من الناس وهم المزارعون.

وعليه، أنشأ الحكام نظام حكم شديد المركزية وهيكلاً وظيفياً هرمياً يجلس الملك على رأسه، مع وجود جيش قوي يحكم هذا النظام ويسخِّر المزارعين لإنشاء الترع والقنوات. ويؤكد ويتفوجل أن الشعب في ظل نظام محكم قائم على تبادل مصالح كهذا يستحيل أن يفكر في الثورة مهما كان الأمر.
